Great pressure from the amount of backlogged records
From March 1, 2025, the organization of driving tests and licensing will officially be transferred from the Ministry of Transport (now the Ministry of Construction) to the Ministry of Public Security. According to statistics, more than 705,000 people nationwide have completed the training program but have not yet taken the exam. Of these, Hanoi has nearly 73,000 cases.
Right from the time of receiving the assignment, the Traffic Police Department (CSGT) - Hanoi City Police identified this as a key political task, directly affecting the legitimate rights of the people.
Based on the direction of the Traffic Police Department and the City Police Department, the Traffic Police Department has urgently developed an action plan, surveyed facilities, improved personnel, and closely coordinated with relevant units under the Department of Construction to receive and hand over driving licenses to people quickly and conveniently.
On June 24, the first test was held at the Hung Vuong Vocational Education and Driver Test Training Center. To date, more than 10,000 people have been tested, but that number is still only a small part of the total number of files pending processing. Many people have finished their studies for a long time but have not been able to register for the exam.
Mr. Tran Dinh Bao (Tu Liem ward) shared: "I completed the training and certification exam in May but there is no exam schedule because the center is still handling inventory in advance". Meanwhile, Ms. Le Thi Ha (Yen Hoa ward) expressed her hope to be able to take the exam in the nearest time as Hanoi is stepping up the organization of the exam.
In addition to the number of backlogged records, a problem arose with the high failure rate due to many students being interrupted in their review. This has caused the number of exam documents to increase, putting pressure on the already overloaded testing system.
Mobilizing maximum forces, organizing large-scale assessments
Faced with the urgent reality, the Hanoi Traffic Police Department has issued a peak plan, mobilizing maximum forces to organize large-scale exams. Lieutenant Colonel Pham Hoai Nam - Deputy Head of Hanoi Traffic Police Department - said that the unit is synchronously implementing solutions, from reviewing student data, accurately counting the number of exam eligibility, to coordinating human resources, equipment, and testing councils suitable for each center.
According to Lieutenant Colonel Nam, Hanoi can now establish 5 to 7 test boards per day, meeting about 2,000 - 3,000 students/day. The exam schedule will be announced periodically every month so that training institutions can proactively arrange and register for students.
"We recommend that the centers prioritize arranging exams for students who have completed their studies in advance, and at the same time organize a full and systematic review so that students have good results in the exam. For new students, it is required to ensure training quality in both theory and practice in accordance with regulations - Lieutenant Colonel Pham Hoai Nam emphasized.
In addition, improving the quality of testing is also being implemented synchronously by the centers. Mr. Le Dinh Thanh - Director of the Hanoi Driving License Testing Center (under Hanoi Transport Corporation) - said: "The Center has invested in adding practice vehicles, electronic scoring systems, increasing the number of judges... This not only helps speed up the exam progress but also improves the quality of output, limits re-testing and ensures the spirit of Project 06 of the Government on developing population data and digitalizing the management of vehicles".
