The Ministry of Public Security solicits opinions on the Circular promulgating the standards for road motor vehicle testing centers from July 25.
Explaining the necessity of the new Circular, the Ministry of Public Security said that in practice, Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues to continue to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, with the content of assigning the Ministry of Public Security to take on the task of managing the test and granting driving licenses from the Ministry of Transport.
Decree No. 02/2025/ND-CP dated February 18, 2025 of the Government stipulates the functions, tasks, powers and organizational structure of the Ministry of Public Security.
This leads to changes in the state management agency in managing driving test centers, directly affecting each organization and individual. The current legal document issued by the Ministry of Transport to adjust this content is Circular No. 49/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport (now the Ministry of Construction) on promulgating national technical regulations on Road Motor Vehicle Driving Test Centers.
Accordingly, when the task of managing testing and granting driving licenses is transferred from the Ministry of Transport to the Ministry of Public Security, how will the management work have to adjust the current regulations that are being delegated to the Vietnam Road Administration and the Department of Transport to the public security sector? Which agencies and units will driver testing centers conduct activity reports and connect test monitoring data with?
Therefore, it is very necessary to issue a Circular of the Minister of Public Security promulgating national technical regulations on the Road Motor Vehicle Driving Test Center.
