The Ministry of Public Security is seeking opinions on the Draft Circular regulating road motor vehicle testing centers from July 25 to September 25.
According to the draft, the standards for testing sites are as follows:
With the size of ensuring the arrangement of all types of driving tests according to the classification of the testing center in the Government's Decree regulating driving training and testing activities
It must be divided into separate areas, including: Driving test courts of classes A1, A, B1; driving test courts of classes B, C1, C, D1, D2, D and driving test courts of classes BE, C1E, CE, D1E, D2E, DE.
It is necessary to ensure that testing vehicles only move forward in a smooth lane, do not turn across other lanes (except for intersections with traffic lights), do not violate the lane division line on the road when changing direction and do not repeat the distance advanced.
The median strip of the test results in the testing yard does not have trees, causing difficulties and affecting the observation and supervision of the test takers in the operating room.
Regarding the area of the test site:
For type 1 testing center: area of no less than 33,000 m2.
For type 2 testing center: area of no less than 18,000 m2.
For type 3 testing center: area of no less than 3,600 m2.
Regarding the distance traveled by the vehicle, it is regulated as follows:
The type 1 testing center has a distance of no less than 1.2 km.
The type 2 testing center has a distance of no less than 0.8 km.
The lane in the testing yard is at least 3.5 m wide; the lane and test shape are paved with asphalt concrete or cement concrete, ensuring surface quality as follows:
For the lane surface and asphalt concrete pavement: the minimum required elastic factor is 110 Mpa.
For the lane surface and cement concrete pavement: the minimum required compression intensity is 30 Mpa.
The drainage system of the testing site ensures no water stagnation on the lane and thickens the test when it rains.
Traffic lights, road signs, and traffic signs on the road in the testing yard must be arranged in accordance with the correct procedures and types prescribed in the National Technical Regulation on Road Signs.
The line limiting the shape of white test results is 0.1 m wide, with a minimum distance from the test curb of 0.1 m.
The test-shaped curb has a minimum height of 0.15 m (except for the test-shaped driving test of class A1 and A).
The standard stakes in the testing yard are painted in two colors: white and red, each paint compartment is 0.15 m long, with a diameter of 20 mm to 25 mm and a height of 1.6 m; the base of the standard stake is made of metal or concrete, ensuring to keep the standard sturdy stake.
The shape of the driving test is calculated according to the technical specifications of the test vehicle with a construction error of 5%; in case of replacing the test vehicle or using the shape of the test vehicle for many classes of test vehicles, the deviation of the test size parameters calculated according to the technical specifications of the replacement test vehicle or the test vehicle using the same shape compared to the actual test size is not more than 10%.
