From August 19 to August 28, Hanoi City adjusts traffic organization on Ngoc Ha, Hang Bong, Hang Gai, Ly Nam De, Hong Phuc and Tho Nhuom streets to serve the undergrounding of lighting cables.
According to the plan of the Hanoi Department of Construction, construction will be carried out from 10 pm to before 5 am the next morning. During this time, construction units will build mobile temporary fences at each location to ensure traffic safety.
On Ngoc Ha street, the construction unit dug across the road in front of house number 1D, with a length of 6m and a width of 0.4m.
In Tho Nhuom street, the construction area extends from No. 3 Tho Nhuom to the traffic island, 7m long, 0.4m wide.
On Hang Bong street, there are two locations excavating across the road. One location at the Quan Su - Hang Bong intersection, from number 97 to number 95 Hang Bong, 12m long, 0.4m wide. The remaining location in front of house number 121, 7m long, 0.4m wide.
On Hang Gai street, the excavation across the road is carried out in front of number 64, 8m long, 0.4m wide.
On Ly Nam De street, there are two construction locations, including the section in front of house number 12A12 and the section from the electrical cabinet controlling lighting to house number 14B. Each section is 7m long and 0.4m wide.
Hong Phuc street alone will be dug along the road from house number 42 to number 1, about 182m long, 0.4m wide.
The Department of Construction requests the Hanoi City Technical Infrastructure Management Center to organize rolling construction for the excavation section along the route, each section is 30-50m long. It is only allowed to move to the next section after the road surface is restored, ensuring safety for people and vehicles.
For cross-road excavation locations, the construction unit must barricade half of the road surface, restore smooth road surface and ensure safe traffic before moving to construct the remaining part.
During construction, the system of traffic signs and directional signs for remote and on-site traffic diversion must be fully arranged. The construction site area must have lighting, night warning lights and regulating personnel at both ends of the barriers.
Construction locations are also required to install warning signs and turnarounds 200m, 100m away from the construction site and at the construction location. Conical hats are used to guide vehicles to avoid the construction area.
The Hanoi City Technical Infrastructure Management Center coordinates with the Traffic Police, ward police and related units to organize on-site and remote traffic diversion; arrange forces to be on duty throughout the construction period. When congestion occurs, it is necessary to promptly deploy handling plans to ensure smooth traffic.
The Department of Construction also requests construction units to restore the ground immediately after each construction shift, ensuring the road surface is safe and does not cause environmental unsanitary conditions. Construction units must proactively cover, spray fog to control dust and stop construction on days when air quality is seriously polluted.
The Traffic Police Department - Hanoi City Police is requested to arrange forces to coordinate guidance and traffic diversion for vehicles; and at the same time inspect and handle violations of traffic safety and urban order in the area.
People's Committees of Ba Dinh, Hoan Kiem and Cua Nam wards are requested to coordinate traffic regulation, handle the situation of encroachment on roads, sidewalks, and illegal parking on roads and nearby intersections.
Hanoi Department of Construction said that the traffic organization adjustment is to serve the undergrounding of lighting cables, while ensuring traffic safety and limiting the impact on people's travel in the area.
