Vice Chairman of the City People's Committee Nguyen Trong Dong has just signed and issued Decision No. 4913/QD-UBND dated September 30, 2025 on land use form in Phuc Hoa commune, Phuc Tho district (now Phuc Tho commune, Hanoi city) to assign the National Defense Industry Economic Corporation.
Accordingly, the General Corporation for Defense Industry Economic and Technical (GAET) was assigned to manage and use 16,204.4 m2 of land in Phuc Hoa commune, Phuc Tho district (now Phuc Tho commune, Hanoi city) to continue using for defense land purposes.
The General Corporation for Defense Industry and Technology (GAET) is allowed to trade in Industrial explosives to serve the national economy such as supplying industrial explosives, fireworks, etc. GAET also has military trade activities, importing and exporting economic goods, etc.
Many contracts for the supply, repair and upgrading of weapons and technical equipment have been implemented by GAET to meet the requirements of military modernization, and at the same time, many projects have been implemented to transfer production technology such as: Strong explosives production lines, artillery, steel, aluminum ammunition supply lines... to factories under the General Department of Defense Industry.
The location, boundary, and area of the land are determined in the 1/500 status map drawn by the Natural Resources and Environment Development Joint Stock Company in August 2023, appraised by the Department of Natural Resources and Environment (formerly) on August 31, 2023; and the Red Line drawings of the land were prepared by the Hanoi Institute of Construction Planning, completed on December 25, 2023.
Of the total 16,204.4 m2, 15,367.2 m2 is outside the red line.
The land use term is stable and long-term; 837.2 m2 is within the red line boundary, managed by the National Defense Industry Economic and Technical Corporation as is, absolutely cannot build new works, when the State reclaims them, they must hand them over according to regulations.
The form of land use is that the State recognizes land use rights such as the State allocating land without collecting land use fees.
The National Defense Industry Economic and Technical Corporation is responsible for managing and using real estate in accordance with the provisions of the law on land, construction, and management of public assets as prescribed in Article 200 of the 2024 Land Law; ensuring environmental sanitation, fire prevention and fighting according to the provisions of the Vietnam Construction Regulations, and not being allowed to change the land use purpose without permission from the City People's Committee; when investing in new construction or renovating or expanding construction works, it is necessary to contact the Department of Planning and Architecture, Hanoi Institute of Construction Planning, Phuc Tho Commune People's Committee to reach agreement on planning, architecture, granting red line drawings and related technical infrastructure works to ensure compliance with the planning approved by the City People's Committee;
When the State reclaims land for national defense, security, and socio-economic development purposes for national and public interests, it must be handed over according to regulations.
Assign the Department of Agriculture and Environment, the Departments of Construction, Finance, Planning - Architecture and relevant Departments and branches according to their assigned functions and tasks to inspect and guide the National Defense Industry Economic and Technical Corporation to fulfill the obligations of land users according to regulations.
The Hanoi Land Registration Office shall issue and update land changes in land records and land databases according to regulations.
The People's Committee of Phuc Tho commune regularly inspects the land use of the National Defense Industry Economic and Technical Corporation according to the contents of this Decision, promptly detects and handles violations according to its authority, and reports to the Hanoi People's Committee.
