The Hanoi People's Committee has just issued an official dispatch on rearranging and handling working headquarters and career facilities in the city.
For headquarters and offices of departments, branches, sectors, and units under the city, specialized departments under the district level, People's Committees at the commune level after the arrangement and streamlining of the apparatus and administrative units, in the immediate future, departments, branches, sectors, and units under the city will use the original headquarters and offices before the arrangement and streamlining of the apparatus, and handle assets when implementing the arrangement and organization of the apparatus in accordance with the instructions of the Ministry of Finance. At the same time, review and develop a plan to arrange and rearrange a stable and long-term headquarters and offices under the management scope, and send it to the Department of Construction for synthesis. Complete in March 2025.
Assign the Department of Construction to preside over and coordinate with the Department of Finance and relevant agencies and units to advise and report to the City People's Committee on the overall plan for arranging and rearranging headquarters and offices to be stable and long-term of departments, branches, sectors and units under the city after the arrangement and streamlining of the apparatus to ensure connectivity, synchronization and suitability for effective operation. Complete in May 2025.
Based on the overall plan approved by the City People's Committee, the city's departments, branches, sectors and units are assigned to urgently declare and propose plans to rearrange and handle houses and land for surplus headquarters and offices that are no longer in need of use, send them to the Department of Finance for synthesis, and report to the City People's Committee for approval according to regulations. Complete in June 2025.
If necessary, based on the proposal of the department, branch, branch, or unit, the Department of Finance shall preside over the review and advise the City People's Committee to consider and decide on the rearrangement and immediate handling of the house and land facilities to arrange them as headquarters and offices of the department, branch, branch, or unit, without waiting until the overall plan is approved.
The People's Committees of districts, towns and cities proactively arrange and assign headquarters and offices to specialized departments at the district level and commune-level People's Committees after streamlining the apparatus and arranging administrative units to ensure savings and efficiency. For other headquarters and offices, departments, branches, sectors, and units under the city, People's Committees of districts, towns and cities continue to focus on directing the implementation of the contents according to the direction of the City People's Committee in the document on the implementation of Official Dispatch No. 125/CD-TTg dated December 1, 2024 of the Prime Minister.
For central housing and land facilities, assign the People's Committees of districts, towns, communes, and wards to regularly review and grasp information on housing and land facilities under the management of ministries, ministerial-level agencies, and government agencies in the area that are currently not in use or are not used effectively, send to the Department of Finance for synthesis, report to the City People's Committee for recommendation to ministries, ministerial-level agencies, and government agencies to transfer or reclaim them to the city for management and handling according to regulations.
