On November 10, Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed Decision No. 5520/QD-UBND on promulgating an emergency construction order for the project "Renovation of Thuy Phuong canal, emergency treatment to replenish water from To Lich river and enhance drainage capacity for Resco - Ecohome - diplomatic delegation - Tay Ho Tay - Ciputra and neighboring areas". The total capital of the project is about 869 billion VND. The project is expected to be completed in the third quarter of 2026, including the completion of main items before the 2026 rainy season.
A representative of Hanoi Drainage Company Limited said that this is an area that was originally part of the drainage basin of the Nhue River, previously mainly agricultural land. However, the urbanization rate has increased rapidly recently, while the drainage system has not been invested in synchronously. Lien Mac pumping station currently has a capacity of only 170 m3/h; the regulating lakes according to the plan have not been built yet; the main water pipes leading to the river are still mainly agricultural canals and old sewer systems that have not been renovated.
The recent storm No. 11 had a rainfall intensity far beyond the design capabilities of the current drainage system. At the peak, the whole city of Hanoi recorded 82 places of severe flooding, causing local traffic paralysis. After two consecutive storms (storm No. 10 and 11), the large amount of water remaining, the water level rose, making it impossible for the system to drain in time.
According to statistics on the operation of the drainage system, if it rains below 50 mm/hour, the area is basically not flooded; about 11 flooded points appear from 50-70 mm/hour; when the rain exceeds 70 mm/hour for a long time, the flooding point can be up to 30 points.
To solve the problem of flooding that has lasted for many years, Hanoi City requires the immediate implementation of the project to renovate the Thuy Phuong canal to: Supplement water from the Red River to the To Lich River, maintain environmental flow, improve water quality, reduce pollution; Increase drainage capacity for the Co Nhue sub-basin, support flood prevention for the Dong Ngac, Resco, Ecohome, Diplomatic Corps, Tay Ho Tay, Ciputra areas... Improve urban landscape and ensure irrigation water sources for the remaining agricultural areas; Improve the quality of life of people in the rapidly urbanized area.
Speaking to Lao Dong Newspaper reporter, Mr. Le Van Du - Head of the Department of Water Supply and Drainage Infrastructure Management (Hanoi Department of Construction), said that in the recent storms of No. 5, 10 and 11, the Resco - Ecohome - Diplomatic Corps - Tay Ho Tay - Ciputra area was heavily flooded and partially flooded. After reviewing the 2025 rainy season, the Department of Construction has submitted to the Hanoi People's Committee a plan to urgently deploy solutions to prevent flooding in this area in 2026.
Regarding the project implementation, a representative of the Hanoi City Infrastructure and Agricultural Construction Investment Project Management Board said that immediately after receiving the directive, the unit will urgently establish a project, submit to the Hanoi People's Committee for approval to implement construction according to the Emergency Construction Order.
