The Hanoi Party Committee has just reported on the summary of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee, on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently.
Regarding departments and specialized agencies under the Hanoi People's Committee, the Hanoi Party Committee proposed to continue maintaining a number of specialized departments, including: Hanoi People's Committee Office; Hanoi Inspectorate; Department of Justice; Department of Culture and Sports; Department of Health; Department of Education and Training; Department of Industry and Trade; Department of Construction; Department of Transport; Department of Tourism.
Hanoi proposed merging the Department of Planning and Investment and the Department of Finance (the name after the arrangement is the Department of Economy - Finance).
Hanoi proposed merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development (the name after the arrangement is the Department of Agriculture and Environment).
Merge the Department of Information and Communications and the Department of Science and Technology (the name after the arrangement is the Department of Science, Technology and Communications).
Hanoi proposed merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs (the name after the arrangement is the Department of Home Affairs and Labor).
Perform the State management function in the sectors and fields currently assigned to the Department of Home Affairs and receive the State management function in the fields of labor, wages and employment in the enterprise sector, social insurance; occupational safety and hygiene; meritorious people; gender equality from the Department of Labor - Invalids and Social Affairs.
The Department of Health will take over the State management functions of social protection; children; prevention and control of social evils from the Department of Labor, War Invalids and Social Affairs.
The Department of Education and Training will take over the State management function of vocational education from the Department of Labor, War Invalids and Social Affairs.
The Department of Industry and Trade received the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganized it into the Market Management Department under the Department of Industry and Trade.
The Ethnic Committee received the functions, tasks and organization of the State management advisory apparatus on religion from the Department of Home Affairs; the task of poverty reduction from the Department of Labor - Invalids and Social Affairs to establish the Ethnic Committee - Religion.
Hanoi also proposed merging the Department of Foreign Affairs into the Office of the Hanoi People's Committee.
After the arrangement, it is expected that there will be 16 departments and specialized agencies under the Hanoi People's Committee, including: Hanoi People's Committee Office; Hanoi Inspectorate; Department of Justice; Department of Culture and Sports; Department of Economy - Finance; Department of Agriculture and Environment; Department of Science, Technology and Communications; Department of Home Affairs and Labor; Department of Health; Department of Education and Training; Department of Industry and Trade; Ethnic and Religious Affairs Committee; Department of Construction; Department of Transport; Department of Tourism; Department of Planning - Architecture.
For the agencies of the City National Assembly Delegation; City People's Council and District and Town People's Councils, Hanoi proposes to continue to maintain the current organizational structure.
