The Party Executive Committee of the Hanoi People's Committee has just sent a report to the City Steering Committee summarizing Resolution No. 18 on summarizing the implementation of Resolution No. 18, based on the latest regulations and instructions of the Central and Hanoi Party Committee.
Regarding the plan to arrange and streamline the apparatus with departments, equivalent agencies and public service units under the City People's Committee, the Hanoi People's Committee proposed to continue maintaining 10 departments and equivalents, including: Office of the City People's Committee; City Inspectorate; Department of Justice; Department of Culture and Sports; Department of Transport; Department of Construction; Department of Planning and Architecture; Department of Tourism; Department of Foreign Affairs; City Public Administration Service Center.
Meanwhile, according to the old proposal, Hanoi City will merge the Department of Planning and Investment and the Department of Finance; merge the Department of Transport and the Department of Construction; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; merge the Department of Information and Communications and the Department of Science and Technology.
The Party Executive Committee of the Hanoi People's Committee believes that the proposal to maintain the above-mentioned departments and equivalents is necessary, ensuring the specificity in the city's State management, stability, inheritance and suitability with current practical requirements.
According to the new proposal, Hanoi will merge the Department of Planning and Investment and the Department of Finance; merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; merge the Department of Information and Communications with the Department of Science and Technology; merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs.
Hanoi plans not to maintain the Ethnic Committee under the City People's Committee; transfer the functions, tasks, organizational structure and staff of this committee to the Department of Home Affairs and reorganize the internal organization accordingly.
The Department of Health plans to take over the State management function of social protection; children; and prevention and control of social evils from the Department of Labor, War Invalids and Social Affairs. The Department of Education and Training plans to take over the State management function of vocational education from the Department of Labor, War Invalids and Social Affairs.
The Department of Industry and Trade received the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganized it into the Market Management Department under the Department of Industry and Trade.
Hanoi also proposed merging the Management Board of Industrial and Export Processing Zones and the Management Board of Hoa Lac High-Tech Park; dissolving the Hanoi Center for Investment, Trade and Tourism Promotion, and transferring its functions and tasks to relevant agencies.
Following the above plan, after the reorganization, Hanoi city will have 18 departments and agencies equivalent to departments, in accordance with the direction and guidance in the document dated December 18 of the Steering Committee on summarizing the implementation of Resolution No. 18 of the Government.
For the specialized departments under the People's Committees of districts, towns, and cities, the Party Committee of the Hanoi People's Committee proposed merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs. The proposed name after the arrangement is the Department of Home Affairs and Labor.
For Son Tay district and town, the functions of agriculture; forestry; irrigation; fisheries; natural disaster prevention and control; quality and safety of agricultural, forestry and fishery products; rural development will be transferred to the Department of Natural Resources and Environment; the functions of science, technology and innovation will be transferred to the Department of Culture and Information; the name of the Economic Department will be changed to the Department of Industry and Trade.
Regarding the Department of Natural Resources and Environment, Hanoi proposed that the district block will transfer the function of natural disaster prevention and specialized agricultural fields (for districts still in the agricultural field) from the Economic Department to the Department of Natural Resources and Environment. The name after the arrangement is the Department of Natural Resources and Environment.
The Department of Culture and Information will take over functions and tasks in the field of science, technology and innovation from the Department of Economics and change its name to the Department of Culture, Science and Information.
Hanoi City plans to dissolve the Ethnic Affairs Department under the People's Committee of Ba Vi district, transferring the functions and tasks of the Ethnic Affairs Department to the Department of Home Affairs and Labor.
Notably, Hanoi City also proposed to end the pilot model of the Urban Construction Order Management Team to suit the city's reality.
For the press agencies of the government sector, the Party Committee of the Hanoi People's Committee proposed 2 options, in which option 1 is to continue to maintain 2 press agencies under the City People's Committee including Hanoi Radio and Television Station and Economic - Urban Newspaper. Option 2 is to implement the arrangement according to the direction of the Central Government (merging Economic - Urban Newspaper with Hanoi Moi Newspaper).
