The 17th Hanoi City People's Council has passed a resolution on the Master Plan of Hanoi Capital with a 100-year vision.
Unifying the direction of Ring Road 5
Hanoi City People's Committee said that for the group of issues of transport infrastructure, TOD space and aviation, the city received contributions from representatives of leaders of Departments (Construction, Finance) of neighboring provinces (Quang Ninh, Phu Tho, Thai Nguyen, Ninh Binh) for the Hanoi Capital Master Plan Project.
The contributed opinions emphasized strengthening the connection of eastern traffic infrastructure with Quang Ninh and Hai Phong. The provinces also proposed to unify the direction of Ring Road 5 running through the localities.
Along with that, it is proposed to extend the urban railway (metro) lines from the inner Hanoi region to the provinces to increase connectivity: Extend from Soc Son to the center of Thai Nguyen; from Phu Xuyen (Hanoi) to Hoa Lu region (Ninh Binh). At the same time, add the TOD center in the South Thai Nguyen area (Pho Yen City).
Regarding airport planning, Ninh Binh province proposed to carefully assess and clarify the nature of the second airport in the Capital Region, ensuring no conflict with the orientation being proposed for investment in an international airport in Ninh Binh.
Regarding these contents, the planning consulting consortium will review and agree on the direction of Ring Road 5 passing through localities to strengthen inter-regional connectivity, especially focusing on connecting traffic to the East with Quang Ninh and Hai Phong.
The project will study and supplement the option of extending urban railway (metro) lines connecting from within Hanoi to provinces, specifically extending from Soc Son to the center of Thai Nguyen, from Phu Xuyen to Hoa Lu (Ninh Binh), and at the same time supplementing the TOD center in the South Thai Nguyen area (Pho Yen City).
Regarding aviation planning, the consulting agency will carefully assess the nature of the second airport in the Capital Region to ensure that it does not conflict with the investment orientation proposed for the international airport in Ninh Binh.
Thoroughly treat domestic and industrial wastewater
Regarding the group of issues on environment, waste treatment and water resources, the Ninh Binh representative proposed to reconsider the location of Chau Can Solid Waste Treatment Area (South of Hanoi), proposing to move this area to hilly areas (My Duc, Xuan Mai) to be far from urban areas and residential areas.
Lower-water provinces (such as Ninh Binh) are particularly interested in protecting and exploiting the landscape along the Red River and Day River. It is proposed that Hanoi have long-term solutions to thoroughly treat domestic and industrial wastewater, avoiding discharging pollution into the downstream area flowing into the sea.
Provinces such as Thai Nguyen and Ninh Binh have abundant surface water reserves, capable of sharing and supplying large-scale clean water (200,000 - 250,000m3) to the southern Hanoi area, which need to be updated into the common infrastructure planning network.
To ensure ecological safety, the project accepts the proposal to reconsider the location of Chau Can Solid Waste Treatment Zone (located in the urban development area in the South), and study the option of moving to a hilly area (My Duc, Xuan Mai) to be away from urban areas and residents.
At the same time, supplement coordination mechanisms for environmental treatment, have long-term and thorough solutions in domestic and industrial wastewater treatment to protect the landscape and avoid discharging polluting waste into the Red River and Day River basins flowing downstream.
In particular, the project will update the inter-regional water supply network connection plan to take advantage of abundant surface water reserves from neighboring provinces, aiming to supply 200,000 - 250,000m3 of clean water to the southern Hanoi area.
Regarding the group of issues on tourism, culture and heritage development, the provinces proposed that Hanoi pay attention to orienting the maximum exploitation of the cultural, heritage, spiritual and ecological tourism potential between the Capital and neighboring localities, especially the ancient capital Hoa Lu.
Along with that, orienting synchronous planning to form and protect the tourism heritage chain throughout: Thang Long Imperial Citadel - Perfume Pagoda - Tam Chuc - Bai Dinh - Trang An.
Accepting feedback, the project will update the orientation to maximize the potential and unique strengths in cultural, heritage, spiritual and ecological tourism of the Capital, closely linked with the ancient capital Hoa Lu and localities in the region. Specifically, the project will synchronously plan connecting infrastructure to form an inter-regional heritage tourism chain: Thang Long Imperial Citadel - Huong Pagoda - Tam Chuc - Bai Dinh - Trang An.
