Hanoi City focuses resources on investment, accelerating the construction progress of the urban railway system, striving to complete about 100 km by 2030, gradually mastering technology and improving investment, management, and operation capacity.
Chairman of Hanoi People's Committee Vu Dai Thang has just signed and issued a plan to implement the Government's resolution and the City Party Committee's Action Program, implementing Resolution No. 02 of the Politburo on building and developing the Capital in the new era.
According to the plan, Hanoi City identifies the goal of closely following the guiding viewpoints, key tasks and breakthrough solutions, gradually realizing the goal of building the Capital "Conservation - Civilization - Modernity - Happiness", and striving to complete socio-economic development targets.
In the period 2026-2030, Hanoi sets a target of GRDP growth averaging over 11%/year; GRDP reaching over 113 billion USD and GRDP per capita of at least 12,000 USD. The digital economy is targeted to account for at least 40% of GRDP, and the cultural industry about 9% of GRDP.
Hanoi City strives to gradually handle bottlenecks in flooding, environmental pollution, traffic congestion, urban order and food safety.
Notably, in the field of transportation, Hanoi City will focus resources on investing in rapidly building the urban railway system, striving to complete about 100 km by 2030. The city is also gradually mastering technology, improving investment capacity, management and operation of the urban railway system.
This is identified as one of the key tasks to develop a large-volume public transport system, contributing to reducing congestion and creating motivation for urban space development according to planning orientations.
According to the plan, Hanoi City will urgently implement the master plan of the Capital with a 100-year vision; organize the development and implementation of urban and rural planning to concretize the Master Plan of the Capital.
Hanoi City also completes the planning information system, digitizes geographical databases (GIS), and publicizes the planning database for people and businesses to participate in monitoring.
Hanoi's urban space will be shaped according to a multi-layered, multi-layered, multi-polar, multi-center urban cluster model. In which, the Red River is identified as the main ecological and cultural landscape axis.
Along with the Red River, the Duong River, Day River, Nhue River, To Lich River, Cau Bay River and Ba Vi special-use forest are identified as the foundational ecological framework, contributing to creating a green space and unique identity of the Red River city.
In addition to developing urban railways, Hanoi is studying upgrading and proposing solutions to gradually exploit Gia Lam and Hoa Lac airports for both purposes; proposing to build a second international airport in the southern region, associated with free trade zones and modern logistics centers.
Hanoi City is also studying to develop a project to exploit underground space and low-lying space associated with metro stations.
Hanoi aims to accelerate the urban reconstruction process, urgently renovate old apartment buildings associated with renovating and rebuilding neighboring urban areas and areas with weak and degraded infrastructure.
The goal is to form civilized, modern, and multi-purpose urban areas. By 2030, the city strives to complete the renovation and reconstruction of old, dangerous level D apartment buildings.
In the field of culture, Hanoi focuses resources on preserving, restoring and promoting the value of special national and national heritage and historical-cultural relics, in which the focus is on Thang Long Imperial Citadel, Co Loa and Van Mieu - Quoc Tu Giam.
In the following stages, Hanoi City aims to maintain a high growth rate. In the 2031-2035 period, GRDP strives to increase by an average of 11%/year or more, reaching about 200 billion USD; GRDP per capita is at least 18,800 USD.
In the period 2036-2045, the city sets a target of GRDP growth of over 11%/year, reaching about 640 billion USD, and GRDP per capita of at least 42,000 USD.
By the 2046-2065 period, Hanoi City strives for an average GRDP growth of over 5%/year, GRDP reaching about 1,920 billion USD, average GRDP per capita of at least 95,000 USD, towards high-income groups in the world.
