Hanoi requests localities to proactively implement "four on-site" plans, mobilize forces and vehicles to respond to storm No. 4, floods, inundation and landslides.

On the morning of August 22, Hanoi City People's Committee issued Official Dispatch No. 04/CD-UBND on continuing to proactively respond to natural disasters, focusing on quickly overcoming the consequences of rain and floods in the area.

Faced with the complicated developments of storm No. 4, the Prime Minister issued Official Dispatch No. 57/CD-TTg on responding to and overcoming the consequences of natural disasters.

To ensure the safety of life and property of the people and the State, the Chairman of Hanoi City People's Committee requested Directors, Heads of departments, agencies, and Chairmen of People's Committees of wards and communes to focus on deploying disaster response work.

Accordingly, the Hanoi People's Committee requests Directors, Heads of departments, agencies, and Chairmen of People's Committees of wards and communes to continue to seriously and effectively implement the direction of Hanoi City in Official Dispatch No. 03/CD-UBND dated August 19, 2026.

Units proactively mobilize forces and necessary means to respond to and overcome the consequences of storms, floods, inundation, landslides and possible incidents.

Chairmen of People's Committees of wards and communes direct the proactive implementation of approved disaster prevention and control plans; regularly review and update plans suitable to the actual situation in the locality.

At the same time, localities promptly use resources according to the "four on-the-spot" motto to respond to and overcome the consequences of natural disasters in the area according to regulations.

Hanoi People's Committee assigned the Director of the Department of Agriculture and Environment to direct and guide localities to synchronously implement response measures, overcome consequences, and restore agricultural production; focus on solutions to overcome damage caused by flooding.

The Director of the Department of Construction directed coordination with the Hanoi City Police and related units to deploy plans to overcome and quickly handle localized flooding points, ensuring smooth traffic in Hanoi.

It is requested that the General Director of Hanoi Power Corporation direct and coordinate with the Department of Industry and Trade to ensure the safety of electricity infrastructure, promptly overcome incidents, and maintain power supply for production and people's lives.

In which, priority is given to power supply for operating drainage pumping stations, serving drainage and flood control.

For the health sector, the Hanoi People's Committee requested the Director of the Department of Health to direct hospitals to be ready to receive, rescue and provide emergency treatment for people in distress.

The Department of Health presides over and coordinates with functional sectors and local authorities to direct and mobilize forces to participate in cleaning up sanitation and the environment after natural disasters.

Other departments, boards, and branches, based on their assigned functions and tasks and the area in charge, proactively monitor, direct, inspect, guide, coordinate, and support localities in disaster response and recovery.

Units are required to promptly report all natural disaster and incident developments to the Hanoi People's Committee through the Standing Agency of the City Civil Defense Command.
