The Ministry of Construction has just issued a telegram requesting agencies and units to proactively respond to storm No. 4, focusing on ensuring the safety of lives and property of people and traffic and construction infrastructure projects.
Do not allow people and vehicles to enter dangerous areas
For roads, the Ministry of Construction requests the Vietnam Road Administration to direct units to inspect, review and deploy plans to ensure traffic on the managed routes; promptly overcome landslide and cut-off routes, especially key national highways and main traffic axes.
In particular, units must ensure safety for people, construction equipment and construction items, especially in areas prone to landslides, mountainous areas, where there is a risk of flash floods and landslides.
Road Management Areas are required to coordinate with the Department of Construction and local functional forces to organize duty, traffic diversion, assign people to guard, plant buoys, barriers, and signals at locations where roads are deeply flooded, underground overflows, and roads are broken or landslides.
The Ministry of Construction requires absolutely not to allow people and vehicles to enter dangerous locations to ensure traffic safety.
Units must also prepare vehicles, materials, equipment and human resources to quickly overcome the consequences of rain and floods, ensuring smooth traffic in the shortest time. The Vietnam Road Administration is required to coordinate with the Nghe An Provincial Department of Construction to overcome landslide and cut-off traffic routes.
For railways, the Vietnam Railways Authority and Vietnam National Railways Group are required to strictly implement patrol and guard regimes at key works and locations such as bridges, weak roads, flood-prone areas; steep mountain passes, places where flash floods, rockfalls, landslides often occur, and railway areas downstream of dikes, irrigation dams, and reservoirs.
Units must prepare vehicles, materials, equipment and personnel to overcome the consequences of rain and floods, ensuring smooth railway traffic in the fastest time.
At the same time, the railway industry must have a plan to stop trains, extend trains, increase trains, and transfer passengers in case of rain and floods causing flooding and landslides, causing sections to stop trains.

Strictly control ships, adjust flight schedules
For the maritime and waterway sectors, the Ministry of Construction requests maritime and waterway port authorities to firmly grasp the number of ships, boats and waterway transport vehicles anchored in anchorage areas, river mouths, sea mouths, waters around islands and channels in storm-affected areas.
Units must guide ships and boats to safe anchorage, organize inventory, strictly manage going out to sea and maintain regular contact with ships and boats operating in the affected area.
For transport ships and boats, functional forces must resolutely request them to move to safe shelters or proactively leave dangerous areas.
The Vietnam Maritime Search and Rescue Coordination Center is requested to arrange vehicles in key areas directly affected by storm No. 4, ready to coordinate response and search and rescue in case of bad situations.
Inland waterway management and maintenance units must promptly recover buoys and signals before floods come or when receiving flood discharge notices; and at the same time redeploy the buoy and signal system immediately after floods.
In the aviation sector, the Civil Aviation Authority of Vietnam and Vietnam Air Traffic Management Corporation are required to direct airlines and service companies to closely monitor weather developments to adjust or change flight schedules appropriately, ensuring flight safety.
Units must also strengthen inspection of airports, terminals, communication systems and flight operations and command to promptly detect and handle incidents.
24/24h on-duty in localities
The Ministry of Construction requests the Economic - Construction Investment Management Department to direct the Project Management Boards, investors, construction contractors and consulting units to immediately deploy plans to respond to storm No. 4, prepare conditions to promptly overcome construction incidents, and coordinate to ensure traffic on routes that are both under construction and operation.
Departments of Construction of provinces and cities in storm-affected areas must coordinate with road management units and local functional forces to overcome incidents caused by storms, rains, and floods; organize traffic diversion to ensure smooth traffic.
Localities must immediately inspect areas at risk of landslides and subsidence on roads assigned to management; arrange vehicles and equipment to support people passing through flooded areas.
At the same time, relevant units must review locations at risk of flooding and causing traffic congestion to have quick drainage plans; arrange personnel, vehicles, and machinery to be on duty to drain water early and prevent flooding at flooded points in urban areas.
The Ministry of Construction also requests to inspect green trees in urban areas, have plans to cut and prune trees at risk of breaking and falling, causing traffic unsafety and construction works; prepare human resources, machinery, and equipment to quickly collect and handle broken and fallen trees.
