Vice Chairman of the City People's Committee Duong Duc Tuan has just signed and issued Decision No. 6345/QD-UBND dated December 22, 2025 approving the Investment Project to build a road connecting National Highway 32 bypass to Provincial Road 413, Hanoi City.
The route is about 3.313km long; the starting point of the route intersects with the National Highway 32 bypass at Km2+502.49 (in Son Tay ward), the end point of the route intersects with Provincial Road 413 at Km1+220 (in Tung Thien ward).
The project aims to gradually complete the city's infrastructure infrastructure according to the plan, creating a complete and modern urban traffic axis.
At the same time, meeting the needs of transportation, solving traffic congestion, connecting and improving investment efficiency of transport routes in the area, promoting the socio-economic development of Hanoi in general, Tung Thien ward and neighboring areas in particular; accelerating the formation and development of urban areas, creating a civilized and modern urban appearance, increasing the value of land resources on both sides of the road and the area.
This is a group B project, a type of urban traffic project (inter-regional road) and regional level (regional main road); Level I project, invested by Tung Thien Ward People's Committee. The project will be implemented from 2026 - 2029 from the City Budget.
The City People's Committee assigned the People's Committee of Tung Thien Ward (investor) to be fully responsible before the law for the accuracy of the volume and cost; the results of calculating the structure and legality of the approval dossier; the capacity of organizations and individuals to conduct surveys, establish investment projects, and review investment projects; the accuracy of the data in the Feasibility Study Report; the reasonableness of design solutions in the basic design of the investment project and the legality of the appraisal and approval dossier;
Review the entire volume, total investment, design solutions, and calculate the structure as a basis for implementation to ensure project safety, avoid overlapping and excess volume causing loss and waste; focal points to synthesize and report the results of investment project implementation to ensure comprehensiveness and synchronization; take the lead in proposing to report to the City People's Committee on contents beyond their authority related to the Investment Project.
Develop a detailed schedule for site clearance; clearly assign people, work, responsibilities; have drastic solutions to speed up site clearance progress.
The Chairman of Tung Thien Ward People's Committee is responsible to the City as well as the provisions of the law for the delay in the progress of site clearance, leading to a prolonged implementation time, reducing the investment efficiency of investment projects.
Develop and organize the implementation of a plan for land recovery, compensation, support and resettlement to ensure publicity, transparency and stability of people's lives and the activities of agencies, organizations and units whose land has been recovered; effectively manage, exploit and use, preventing recovered land funds from re- encroaching.
Organize the review, complete the updated approval of planning and land use plans to ensure sufficient basis and basis for site clearance; carry out other work related to site clearance.
Research on solutions for smart traffic application design (ITS) to serve management and operation, regulate vehicle travel on the road, prevent congestion, improve the efficiency of traffic system management in the area, ensure synchronous connection to the management center of the City Police and the City Traffic Operation Center.
The next implementation process requires compliance with the provisions of the Law on Public Investment, the Law on Land, the Law on Construction, the Law on the Capital, the Law on Bidding, the Law on Environmental Protection... current regulations of the State and the City People's Committee on implementing investment projects; ensuring requirements on fire prevention and fighting, environmental sanitation, labor safety... in accordance with regulations.
The Department of Construction is responsible for managing the quality of construction works according to functions, tasks and in accordance with current regulations; receiving and managing traffic infrastructure assets for construction items formed from investment projects according to management hierarchy and putting them into operation and maintenance according to regulations.
Other relevant city departments and branches coordinate and guide investors to implement the Investment Project in accordance with current regulations; be responsible for state management under their management for work related to the implementation of the investment project.
