The Hanoi People's Committee has just submitted a document and draft resolution to the City People's Council on regulating low emission zones. According to the Capital Law 2024, low emission zones are areas identified to limit vehicles that pollute the environment.
Hanoi identifies areas in strictly protected areas and emission-restricted areas identified in the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050.
Areas with frequent traffic congestion on routes with street service levels (LOS) from level D to F.
The area where the air quality index (AQI) assessed in at least the most recent year is below average (according to data from the National and City monitoring stations).
In low-emission zones, Hanoi will ban motorbikes and mopeds from running on gasoline according to time frames/time points or areas; prohibit motorbikes and mopeds from doing business on the application software platform to support transport connection.
Hanoi has limited and prohibited cars that do not meet level 4 emission standards from circulating in low-emission zones according to time frames/time points or areas.
Hanoi also issued regulations for motorbikes and cars used for transportation business using fossil fuels, in which the green transformation roadmap for motorbikes is required before 2030, with 100% replacement taxis, new investment in using clean energy, green energy, and environmentally friendly from July 1, 2026.
From January 1, 2025, the City People's Committee will decide to limit the circulation of road vehicles, routes, and ranges on a number of routes, road sections, lanes, road directions, and time frames according to actual conditions.
Along with that, Hanoi will not make new investments and carry out new registration with control of vehicles using fossil fuels when discharging old vehicles that have expired, especially vehicles owned by the organization.
Only vehicles are allowed to circulate in low emission zones, including cars that meet emission standards of level 4 or higher; motorbikes and mopeds that meet emission standards of level 3 or higher; environmentally friendly motor vehicles, motor vehicles using clean energy, green energy; priority vehicles and vehicles licensed by competent authorities until they expire are allowed to circulate according to the provisions of law.
Prohibit the circulation of trucks with a total weight according to the design determined in the Vehicle Inspection Certificate of over 3,500 kg or more.
Immediately recall vehicles that cause environmental pollution and vehicles that have expired according to the provisions of law.
There are preferential policies, support and encouragement for converting environmentally friendly vehicles, vehicles using clean energy and green energy.
Applying policies to support those living and working in low-emission zones, organizations and businesses must convert fossil fuel-based vehicles to clean energy and zero-emission vehicles.
Explaining the proposal to ban motorbikes and mopeds from running on gasoline according to the time frame/time or area instead of the full ban, the City People's Committee said that during the process of asking for opinions from departments, branches, sectors, People's Committees of wards and communes and posting on the City's Information Portal, the Department of Agriculture and Environment (the drafting unit) received some suggestions to extend the implementation roadmap, ensuring compliance with traffic infrastructure conditions, social security, habits and behavior.
