Building houses and illegal works on agricultural land has been a burning issue for many years in Hanoi. Currently, many wards and communes in the Capital are implementing many construction solutions to detect, prevent, and promptly handle violations on agricultural land. In which, many localities have coordinated with electricity units to cut off electricity for construction works on agricultural land.
At the end of 2025, Long Bien Ward People's Committee conducted inter-sectoral inspections of warehouses and workshops on public land, public agricultural land, and agricultural land in the ward.
In parallel with drastically handling violations, leaders of the People's Committee and departments also organized propaganda sessions and dialogues with facility owners and businesses in the sandbank area subject to adjustment of the plan.
Long Bien Ward People's Committee said that it has coordinated with Fire and Rescue Team No. 18 to organize inspections of 145 establishments that are warehouses and workshops on public land, public agricultural land, and agricultural land in Long Bien Ward. In which, the ward has issued notices of stopping operations for 110 establishments; issued 54 decisions to cut off electricity and water according to the resolution of the City People's Council. As a result, the ward has coordinated with Gia Lam Power Company to cut off electricity in 54 cases.
At the beginning of 2026, Xuan Mai Commune People's Committee (Hanoi) said that it had issued a document on strengthening the management and handling of land violations and construction order.
Accordingly, the Commune People's Committee strictly prohibits organizations, households, and individuals from encroaching and occupying land; arbitrarily changing land use purposes, destroying land (filling, elevating, and lowering the surface of agricultural land, arbitrarily removing the surface layer of rice land); illegally building houses and works on agricultural land and public land; strictly prohibiting the transfer, donation or receipt of transfer rights for public agricultural land area managed by the Commune People's Committee.
It is strictly forbidden for vehicle owners of motorized vehicles, agricultural tractors, three-wheeled self-made vehicles, and other vehicles to transport soil and rocks to fill agricultural land; transport building materials for households, individuals, and organizations violating on agricultural land and public land.
For organizations, households, and individuals who intentionally violate land use regulations, the Commune People's Committee will strictly handle them according to the provisions of law. The Commune People's Committee requests Thach That Power Company to cut off electricity for violating subjects and households and individuals to use electricity for these subjects to carry out violations. At the same time, consider transferring dossiers to the police agency for handling and resolution according to regulations.
For the field of construction order management, the Commune People's Committee requires organizations, households, and individuals before carrying out the construction of individual houses in residential areas, construction works subject to licensing according to Clause 2, Article 89 of the 2014 Construction Law (amended and supplemented in 2020), to contact the Xuan Mai Commune People's Committee to carry out procedures for construction permits according to regulations (except for cases of exemption from construction permits specified in Clause 30, Article 1 of the 2020 Construction Law). Requesting project investors to ensure labor safety and environmental hygiene during construction.
According to the content of Official Dispatch No. 5860/UBND-NC of the Hanoi People's Committee, the city requests departments, branches, communes, and wards to synchronously and uniformly implement Resolution No. 42/2025/NQ-HDND, which clearly stipulates the application of measures requiring the cessation of electricity and water service for organizations and individuals who intentionally violate.
Localities must organize thorough dissemination, training, and dissemination of new regulations to competent people, electricity and water supply units, and staff directly involved in managing construction order, land, culture, fire prevention and fighting.
At the same time, agencies need to regularly inspect, urge, and guide, promptly remove difficulties arising during implementation.
