On January 7, Thuong Cat Ward People's Committee said that in order to ensure the progress of the project to invest in construction and business of infrastructure of Hanoi Bio-High-Tech Park, the Thuong Cat Ward Land Enforcement and Revocation Board has organized land enforcement and recovery for 59 cases in accordance with the law.
Identifying site clearance work as a key political task, of decisive significance for the progress of socio-economic development projects of the locality, the Party Committee of Thuong Cat ward has drastically and consistently directed the viewpoint: "propagate and mobilize first; persuasion is the main thing; coercion is the final measure".
In that spirit, the ward has proactively and synchronously implemented solutions, established working groups, strengthened propaganda, mobilization, and direct dialogue with households; promptly provided information and fully explained the Party's guidelines, policies, and laws of the State on land acquisition, compensation, support and resettlement.
Previously, through the process of propaganda and persistent and responsible mobilization, many households agreed and complied with the land acquisition policy, contributing to creating a clean ground to serve project implementation.
The organization of coercion for the remaining cases is carried out publicly, transparently, in accordance with legal procedures, ensuring absolute safety for people and property, clearly showing the role and responsibility of the Party Committee and ward authorities in implementing socio-economic development tasks, especially key projects of the city.
The Hanoi Bio-High-Tech Park project has a scale of nearly 200 hectares, with a total investment of about 7,400 billion VND.
Mr. Cao Ngoc Hanh - Head of the Economic, Infrastructure and Urban Department (Thang Cat Ward People's Committee) said that the Hanoi Bio-High-Tech Park Project is located in the area, affecting 2,325 households and organizations.
Previously, Tu Liem District People's Committee had cleared more than 62 hectares of clean land. From July 1, 2025, when the local government implemented the 2-level model, the remaining area of about 137 hectares belonged to the authority of Thuong Cat Ward People's Committee.
In the process of implementing site clearance, the Hanoi Biotechnology Park project faced many difficulties. Although, the local government has coordinated with relevant units to organize many meetings with land owners in the area of revocation to mobilize, propagate and disseminate information about the project, as well as state regulations on compensation, support, and resettlement policies. However, some households have not complied. Therefore, the local government has organized coercion and land recovery.
