It is known that this project was granted a Construction Permit by the Hanoi Department of Construction in July 2020. In December 2020, Long Bien District People's Committee issued Decision No. 25/QD-XPVPHC sanctioning Viet Phuong Joint Stock Company as the project investor for violating regulations in the field of construction.

Promoting the progress of a series of slow-progress projects

Hanoi City People's Committee has just issued a notice on urgently completing investment procedures, planning, land, construction and accelerating the progress of projects using non-budget capital with slow land use in Hanoi City.

According to the content of the notice, the City People's Committee requests investors implementing 300 land-using projects in the city to proactively review all legal documents of the project; urgently contact and coordinate with departments, branches, commune and ward People's Committees to complete procedures on investment, planning, land, construction, site clearance according to regulations; supplement complete dossiers and documents as required by competent authorities to ensure completion of procedures within no more than 2 months from the date of receiving complete dossiers.

Along with that, focus financial resources, human resources, and equipment to implement the project according to the approved schedule. For projects that have met the conditions for commencement, urgently organize commencement in August 2026; for projects that are undergoing site clearance work, proactively coordinate with the People's Committees of communes, wards and city departments and branches to complete within a period of no more than 3 months for eligible cases.

In case investors do not contact to carry out procedures; do not coordinate in the process of resolving dossiers; do not implement the committed progress; do not have sufficient capacity; do not implement or continue to delay project implementation, delay land use without objective reasons; or have been extended or adjusted the progress many times but still do not rectify, the City People's Committee will direct relevant agencies to review and complete project recovery dossiers and land recovery according to the provisions of law.
