There are still many land problems
The Nam Hoi An Resort Project was licensed in 2010 with a scale of more than 985ha, with a total investment of about 81,2 billion VND. After many years of implementation, some major items such as the central avenue, commercial area, casino, hotel, phase 1 golf course and staff housing area have been completed and put into operation. However, the remaining large area is still slow to implement, leading to many consequences for people's lives in the project area.
According to Inspection Conclusion No. 726/KL-TTTP, this project currently has 485.81ha of land area that cannot be handed over to investors due to problems in site clearance phase 2. Errors in the process of estimating and applying unit prices at Noi Rang, Duy Hai, and Son Vien resettlement areas have caused a state of budget losses of hundreds of billions of VND.
In the Nguyen Tat Thanh street area, the Da Phuoc International Urban Area and The Sunrise Bay projects in mid-May are still in a state of suspension of construction. After the judgments related to Phan Van Anh Vu, a series of villas and townhouses here are still under construction. At the scene, steel and iron are rusty and the concrete foundation pillars have been soaked in rainwater for a long time. Although it is coastal land, the construction pace here is currently very weak, there are no signs of restarting the large construction site that was once expected to be a symbol of the city. Faced with this situation, in January 2026, the Ministry of Finance issued a document requesting the Da Nang City People's Committee to coordinate in drafting a Decree on specific mechanisms for the 1,500ha sea encroachment project in Da Nang Bay. The implementation of the super project worth 36.6 trillion VND will create 48km of new coastline along with the Free Trade Zone and the International Financial Center.
These are two projects that are both on the list of key projects to be reviewed and obstacles removed according to Conclusion No. 77-KL/TW of the Politburo.
Decisively handle backlog projects
At the 2026 Business Dialogue Forum, Member of the Party Central Committee, Secretary of the Da Nang City Party Committee Le Ngoc Quang acknowledged the contribution of the business community and investors to the city's development. The report said that from the beginning of 2026 to date, the city has issued new registration certificates to nearly 2,800 businesses, an increase of more than 44% in quantity and more than 85% in registered capital compared to the same period in 2025. The number of businesses returning to operation also recorded an increase of nearly 5%. The index of administrative procedure resolution serving people and businesses in Da Nang has made progress, from 34/34 positions at the end of 2025 to 8th/34 provinces and cities currently.
Implementing Conclusion No. 77 of the Politburo and Resolution No. 170 of the National Assembly, Da Nang focuses all efforts on removing difficulties for works and projects. Up to this point, the city has completed handling obstacles for 1,984/2,035 projects, reaching a rate of 97.5%, unlocking resources with a total investment capital value of more than 456,000 billion VND. Despite achieving results, the Secretary of the City Party Committee requested units not to be subjective when there are still many prolonged backlog projects. Especially in the southern area of the city, projects need to be resolved definitively soon to put into production and business, avoiding wasting social resources.
