On July 2nd, Vice Chairman of Hanoi People's Committee Bui Duy Cuong signed and issued Official Dispatch No. 3203/UBND-NNMT on the implementation of the Low Emission Zone Project in Ring Road 1 area.
According to the official dispatch, the Department of Agriculture and Environment is assigned to preside over the development and organization of the air quality monitoring and supervision program; monitor and summarize the project implementation situation; assess social impacts and report annual implementation results to the City People's Committee and People's Council according to regulations.
The Department of Construction is assigned to deploy tasks in the field of transport; review and propose traffic organization plans; develop public passenger transport, stopping and parking infrastructure, charging stations and conditions to serve vehicles using clean energy.
At the same time, this unit researches policies to support the conversion of vehicles from using fossil fuels to clean energy, encourage people to use public transport, develop public transport and gradually limit personal vehicles entering the central area.
Hanoi City Police are responsible for developing plans to ensure security and order, traffic safety in the low-emission zone deployment area; organizing traffic diversion and regulation, inspecting and handling violations according to their authority. At the same time, exploiting and connecting surveillance camera systems and databases to identify and monitor vehicles, ensuring the restriction of vehicles to the right subjects, scope and route of the project.
The Department of Finance presides over the proposal to balance and allocate resources from the city budget to implement tasks related to low-emission zones, and at the same time contribute opinions on financial resources.
The Department of Science and Technology is assigned to take the lead in researching and implementing scientific and technological tasks to develop equipment, apply artificial intelligence, improve energy efficiency, reduce emissions of pollutants and greenhouse gases in transportation. This unit also coordinates to build digital platforms, search tools, provide information about low emission zones and connect data with the city's smart operating system.
The Department of Industry and Trade guides the installation of charging stations and battery exchange cabinets at gas stations according to the multi-purpose fuel station model; deploys regulations and standards on charging stations and common chargers after being issued by competent authorities, and at the same time directs the development of the power grid to meet the operating needs of the charging station system.
Hanoi City People's Committee also assigned the People's Committees of Hoan Kiem, Cua Nam, Ba Dinh, Giang Vo, Ngoc Ha, O Cho Dua, Van Mieu - Quoc Tu Giam, Tay Ho and Hai Ba Trung wards to review locations that meet the conditions to arrange parking spots, bus connection transfer points, urban railways, creating favorable conditions for people to move to low-emission areas in Ring Road 1.
Localities coordinate with the Department of Construction and Hanoi City Police to organize traffic, install traffic signs, paint roads; and at the same time promote propaganda and answer people's questions about the roadmap for limiting vehicles, encouraging the transition to green transport vehicles that meet emission standards.
Strengthen information about the goals, meaning and roadmap for project implementation; guide people on traffic organization plans, public transport routes, parking spot locations, charging points, transfer points as well as types of vehicles under management in low-emission areas.
In addition, transportation, taxi, logistics and technology vehicle businesses are required to proactively propagate to employees and customers; develop plans to convert vehicles to meet regulations on low emission zones according to the roadmap of the Government and Hanoi City, and actively participate in programs to support the replacement of old vehicles.
