In order to continue to strictly implement the Law on Road Traffic Order and Safety and Decree 168 of the Government, establishing discipline in complying with the Law on Traffic, the Hanoi Traffic Police (CSGT) deploys a plan to strengthen the handling of violations using professional technical equipment.
It was noted that from 6:30 a.m. on May 26, the Traffic Police Department and Hanoi City Police simultaneously deployed more than 20 mobile penalty points on inner-city roads. Accordingly, each mobile freeze penalty point has 1 officer and soldier using a camera to record violations.
The plan is implemented from May 26 to October 14, 2025, focusing on handling behaviors that are direct causes of traffic congestion and accidents such as: Not obeying traffic lights; driving in the wrong lane or part of the road; entering prohibited roads, going in the wrong direction; driving on the sidewalk; not wearing a helmet; carrying more people; using a phone while driving; violating regulations related to license plates.
The core force deployed is the Youth Union of Traffic Police. The thematic working groups are coordinated by the union members to coordinate with the patrol and video forces at key routes and intersections, especially during rush hour. The violating data will be transmitted to the nearest duty to stop the means of processing. If the vehicle cannot be stopped immediately, the functional forces will verify and handle in accordance with the current regulations.
The Traffic Police Department, City Police has arranged more than 20 mobile recording points on 8 key routes in the inner city. The recording points will be changed continuously so that traffic participants cannot avoid them.
The plan is a key activity in the emulation movement of youth union members of the Traffic Police Department, aiming to effectively serve political events and major holidays in 2025. Thereby, the youth of the Traffic Police Department promoted their pioneering role in digital transformation, technology application, project registration, and work to improve professional efficiency.

In a short time, the Working Group of Road Traffic Police Team No. 6 recorded cold fines on Ho Tung Mau and Pham Hung streets (Cau Giay District) ... and handled about 20 cases of motorbikes violating violations such as: Driving on the sidewalk, running red lights, going in the wrong direction... Notably, many cases when seeing traffic police record cold fines still deliberately violated and were all inspected and handled.
