Hanoi prioritizes on-site resettlement when building the Red River scenic avenue

Hanoi - The city prioritizes resettlement right in wards and communes if there is a suitable land fund when implementing the Red River Landscape Avenue project.

Proposing early public disclosure of compensation and resettlement policies

On September 17, the Hanoi Department of Construction organized a conference to collect people's opinions on the Red River Sub-area Planning, the 1/5. 000 scale planning project and the 1/500 scale traffic route direction of the Red River Landscape Avenue project.

The conference attracted the attention of a large number of people, especially communities in areas expected to be directly affected by the implementation of planning contents.

The main bridge point is located at the headquarters of the City People's Committee, connecting online to 126 communes and wards.

As soon as the project was publicly posted in localities, people were guided, answered questions and given feedback forms.

Through preliminary summarization, at today's conference, more than 100 opinions from more than 30 representatives of the residential community were received, focusing on 8 groups of issues: Flood prevention and control safety; compensation for site clearance, resettlement; heritage and relic works; progress of component projects; land use and landscape planning; transportation and technical infrastructure; ensuring livelihoods, social security and maintaining community structure during relocation and reconstruction...

Many opinions suggested adjusting the route direction in the direction of harmonizing infrastructure development, urban embellishment with preserving cultural values and craft villages; clarifying the scope of residential areas affected; researching on-site preservation and embellishment of areas with cultural values.

People also proposed to soon publicize compensation and resettlement policies, implementation roadmaps; synchronously connect traffic between the area inside and outside the dike, ensuring production, business, trade and local tourism development.

All opinions will be summarized and transferred to functional agencies for research and answering; the content of responses will be sent to the People's Committees of communes and wards for timely information to the people.

Professional issues will clarify the scientific and legal basis; policy recommendations, especially policies prioritizing on-site resettlement, will be reported to competent authorities for consideration.

Prioritize resettlement right in wards and communes

At the conference, Mr. Dao Minh Tam - Deputy Director of the Department of Construction affirmed that flood prevention and control safety is a top principle in proposing solutions for land planning and use.

Technical solutions are being put into the calculation model to assess the ability to meet standards; specialized agencies will continue to inspect and evaluate before deployment, ensuring flow stability, river rectification, no erosion, and no impact on the riverbank area.

Regarding the resettlement policy, the Department of Construction has coordinated with localities to research and establish diverse resettlement areas in terms of location, type of housing, and land; prioritizing maintaining living areas, livelihoods, community connection, ensuring living conditions equal to or better than the old place of residence.

The city prioritizes resettlement right in wards and communes if there is a suitable land fund; if not enough, it will arrange adjacent areas, along with concentrated resettlement areas with synchronous infrastructure, multi-purpose urban areas with diverse choices of residential land, apartments, and social housing.

Notably, the city expects about 265 hectares of resettlement land fund in communes and wards where projects pass through; the specific number of land plots and apartments will be determined when detailed planning and investment plans are developed and approved.

Deputy Director of Hanoi Department of Agriculture and Environment Vu Xuan Tung said that specialized agencies have fully informed about the policies being implemented, including: Compensation for land and assets attached to land; support for stabilizing life, production, and business; support for moving livestock; training, vocational conversion, job search for cases of using agricultural land, and some other supports. Regarding temporary residence, people can be arranged by the city's temporary housing fund or paid in cash to take care of their own accommodation while waiting to receive land and resettlement houses.

Mr. Vu Xuan Tung added that the Red River Landscape Avenue Axis belongs to a group of large and important projects, implemented according to specific mechanisms and policies in Resolution No. 258/2025/QH15 of the National Assembly.

Specific contents on compensation, support, and site clearance will continue to be clarified, providing information for localities to propagate and explain to people in the project area.
