The People's Committee of Hai Duong province is implementing the orientation to end the operation of the district level, move to a two-level local government model (province and commune), and at the same time develop a plan to reorganize the apparatus, arrange a team of cadres and civil servants at the newly formed commune-level administrative units after the merger.
Accordingly, the organization of the People's Council at the commune level includes leadership positions such as Chairman, Vice Chairman and two specialized Committees: Legal Committee and Socio-Economic Committee.
The apparatus of the People's Committee at the commune level is restructured with Chairman, Vice Chairman, 3 professional departments and 1 equivalent administrative organization under the commune. Specifically: People's Council and People's Committee Office; Economic, Infrastructure and Urban Affairs Department (applicable to wards) or Economic Department (for communes); Department of Culture - Social Affairs and Public Administration Service Center. Each unit has clear functions and tasks to ensure effective operation.
Regarding personnel, for now, the province will keep the number of cadres and civil servants at the district and commune levels as at present. If necessary, cadres can be mobilized from the provincial level to strengthen to the commune level. Along with that is the process of reviewing and screening teams that do not meet standards to implement staff streamlining, striving to complete the structure in accordance with regulations within 5 years.
On average, each commune-level administrative unit will arrange about 32 positions (excluding the Military Command force). In particular, units with a population of over 16,000 people, for every additional 2,000 people, will have 1 additional position, with a maximum limit of no more than 50 positions for communes and 70 positions for wards.
In which, the People's Council at the commune level plans to arrange 5 positions, the rest is allocated to the People's Committee and specialized departments and units according to the reality of each locality.
