The Chairman of the People's Committee of Hai Duong province has just issued a directive requesting localities and related units to ensure regular maintenance of the collection, transportation and treatment of domestic solid waste in the province before, during and after the arrangement of commune-level administrative units. Absolutely do not let any interruptions, congestion, or waste accumulate, causing environmental pollution or affecting people's lives.
The People's Committees of districts, cities and communes, wards and towns eligible for funding support must urgently accept the volume of treated waste and complete settlement before June 25, 2025.
After this time, the work of collecting, transporting and treating waste will continue until the new administrative units officially operate. Localities need to closely monitor and hand over the acceptance volume to conduct settlement in accordance with regulations.
The People's Committee of Hai Duong province agrees to allow new communes and wards (after the arrangement) to continue signing contracts for transportation and treatment of domestic solid waste with units performing current services for the approved scope and area, until December 31, 2025. After this time, the new communes and wards will proactively choose the form of service provision in accordance with legal regulations.
The People's Committees of new communes and wards are responsible for reviewing contracts or tasks of collecting and treating waste that have been signed or assigned to them before to ensure that operations at landfills are maintained continuously, not causing congestion in residential areas.
The Department of Finance guides districts and cities to transfer allocated funding to new communes and wards to continue collecting and transporting waste. At the same time, guide the settlement of volume arising from June 25, 2025 and support the signing of service contracts with suppliers.
The Department of Agriculture and Environment is responsible for providing professional guidance, ensuring the collection and treatment of domestic solid waste in accordance with the law on environmental protection.
