The People's Committee of Hai Duong province has just issued a directive to ensure the reception and settlement of administrative procedures (AP) for people and businesses is smooth, seamless, effective, and uninterrupted in the process of restructuring the two-level government apparatus.
The Chairman of the People's Committee of Hai Duong province requested heads of departments, branches and sectors under the Provincial People's Committee to preside over and coordinate with the Provincial People's Committee Office and the Department of Science and Technology to review and restructure the administrative procedures; amend internal procedures and electronic procedures according to the instructions of the Government Office to suit the new organizational model.
At the same time, heads of departments, branches and sectors under the People's Committee of Hai Duong province and Chairmen of People's Committees of districts, towns and cities must direct and organize the timely reception and settlement of administrative procedures in the context of arranging administrative units and implementing the 2-level local government model.
Regarding technology solutions, the Department of Science and Technology is responsible for evaluating, agreeing to select and unify the use of a single TTHC Information System for the whole province.
On that basis, organize upgrading, developing the system and connecting, sharing, and synchronizing data with the National Public Service Portal, ensuring to meet the requirements of implementing the National Public Service Portal to become the only, centralized "one-stop" point of the country. At the same time, it will not continue to maintain the Provincial Public Service Portal interface from July 1, 2025.
The Provincial People's Committee Office presides over and coordinates with departments, branches and sectors to integrate and provide 100% of the province's online public services to the National Public Service Portal. In addition, focus on reviewing and overcoming limitations and inadequacies in the process of integrating and providing online public services according to the assessment and review scores of the Government Office - especially services that rarely generate records. The goal is to upgrade, complete and ensure substantial and convenient integration into the National Public Service Portal, to be completed before June 20, 2025.
The People's Committees of districts, towns and cities are assigned to direct the People's Committees at the commune level to develop a plan to perfect the One-stop Department at all levels in terms of personnel, facilities, equipment, working regulations... to ensure that the reception and settlement of administrative procedures is not affected by changes in administrative boundaries when the district-level government ends its operation, implementing the 2-level local government model.
At the same time, localities must strictly implement the digitization of records, documents, and results of handling administrative procedures throughout the reception and processing process at the One-stop Department.
