Implementing the coordination plan between the Standing Committee of Hai Duong Provincial Party Committee and the Standing Committee of Hai Phong City Party Committee on arrangement of administrative units, departments and agencies of the two localities have actively coordinated to develop the draft project of consolidating agencies and units respectively. The consolidation includes internal organizations such as professional, professional departments, departments, sub -departments and affiliated public non -business units.
Up to this point, departments, agencies and branches in Hai Duong province have completed the drafting of consolidated with the corresponding departments and branches of Hai Phong City and sent to Hai Duong Department of Home Affairs to appraise and synthesize. On that basis, the Department of Home Affairs will develop a overall project, report to the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for consideration and comments before the two localities agreed together.
The project development process is carried out according to the principle of ensuring similarity, inheritance and stability in the organizational apparatus; at the same time, minimizing disruption, especially in areas directly related to people's lives such as education, health, labor - employment, social security and administrative procedures.
Regarding the number of after consolidation, the localities agreed not exceeding the number of local units. In case of additional organization within a number of departments due to the specific nature of the work, the unit must have a written analysis, clearly explaining the legal basis and practical requirements to submit to the competent authority for consideration and decision.
