The Chairman of the People's Committee of Hai Duong province requested all levels, sectors, agencies and units to continue to thoroughly grasp and strictly implement the directions of the Central, Government and province related to natural disaster prevention, control and search and rescue (PCTT&TKCN).
Units identified this as an important and regular task, which needs to be proactively implemented according to the "four on-site" motto, ensuring the safety of people's lives and property, without interruption in response when implementing administrative mergers.
Leaders of People's Committees at all levels, members of the Provincial Steering Committee for Disaster Prevention and Control, heads of departments and branches must uphold their sense of responsibility, closely monitor weather developments, proactively direct effective response to natural disasters, and minimize damage. In case of subjectivity, negligence, and failure to complete tasks, personal responsibility will be strictly handled, especially the leader.
Chairmen of People's Committees at district and commune levels need to urgently review and consolidate the Steering Committee for Disaster Prevention and Control at all levels and the disaster prevention and control forces at the grassroots level. At the same time, promote propaganda to raise public awareness, promote the role of self-defense, self-management, and proactive response on the spot.
Localities organize inspections and reviews of irrigation works, dykes, materials, and PCTT & TKCN equipment to update response plans suitable to reality; prepare forces and equipment ready to mobilize when situations occur. Before the storm season, localities need to prune trees, speed up the progress of projects to repair damaged dykes and irrigation works.
The Department of Agriculture and Environment closely monitors the weather situation, warns of natural disasters; urges localities to overcome dike incidents, perfect response plans, and ensure the "four on-site" motto. The Department needs to coordinate with sectors and localities to propose mechanisms, policies and investment solutions for PCTT & TKCN work to review vulnerable areas, proactively prepare vehicles and rescue forces.
The Provincial Military Command closely coordinates with forces to organize training and drills, and be ready to respond when required. Departments and branches, based on their assigned functions and tasks, proactively implement natural disaster prevention and control work in the field of local management and support when incidents occur.
