Scale of Kinh Mon waste treatment plant project
The West Hai Phong area has hundreds of landfills, of which 129 landfills have a filling rate of more than 70% (statistics up to the end of 2024). Especially in the old Kinh Mon area, due to the lack of waste treatment facilities, dozens of landfills are treated in the form of landfilling by traditional methods. This has led to local pollution in some areas, and people have been upset many times.
Recently, Hai Phong City People's Committee approved the results of investor selection to implement the Kinh Mon Waste Treatment Plant Construction Investment Project. The project has a total investment of more than 344 billion VND invested by Ecogreen Technology Joint Stock Company. In which, construction costs amount to more than 225.7 billion VND, equipment costs nearly 57 billion VND, compensation and support for site clearance 10 billion VND...
The project is implemented in Nhi Chieu ward (before July 1, 2025, it was Minh Tan ward, Kinh Mon town, Hai Duong province) on a land area of 134,934.7 m2. The project is bordered to the North by a mineral mine, to the South by the Han Mau River, and to the East and West by both mineral mines and production and business establishments.
Project implementation progress, investors build and put the project into operation within 24 months from the date of land lease by the state. The City assigns Nhi Chieu Ward People's Committee to organize the implementation of compensation and site clearance work to be completed within 6 months (calculated from January 31, 2026) to hand over land to investors; organize construction order management at the project.
The project scale includes investment in building technical infrastructure items such as ground leveling, traffic road systems, water supply and drainage systems (surface water, groundwater) and electricity supply. Along with that, building a solid domestic waste treatment plant with a capacity of 400 tons/day and items for treating and recycling industrial waste and hazardous waste.
Hai Phong City expects that the project, after completion, will solve the urgent need for domestic waste treatment in the old Kinh Mon town area and surrounding areas of the city; save land area for landfilling waste according to traditional methods, helping to improve the living environment for people and enhance the urban landscape. Along with that, the waste treatment plant also harvests useful materials in waste; treats ordinary industrial waste and hazardous waste generated from industrial facilities in the city and the area. The project also implements the policy of socialization in investment in environmental protection projects to reduce the burden of investment from budget capital.

Investing in a waste-to-energy plant
Along with approving the selection of investors for the Kinh Mon waste treatment plant project, the city is also preparing procedures to implement the Solid Waste Treatment Plant project using waste burning technology for electricity generation.
Previously, in December 2022, Hai Phong City People's Committee planned to invest in building a solid waste treatment plant using waste burning technology for electricity generation with a total investment of about 110 million USD (phase 1, from 2025 - 2027) from non-budget capital. The project's goal is to build a solid waste treatment plant with a capacity of 1,000 tons of domestic waste/day, generating about 20MW of electricity into the national grid. In the period after 2026, the solid waste treatment plant has a treatment capacity of up to 2,000 tons of domestic waste/day.
Hai Phong City has planned the construction area of a solid waste treatment plant using waste burning technology for electricity generation at Dinh Vu Waste Treatment Area, Dong Hai 2 ward, Hai An district (now Dong Hai ward, Hai Phong City). This plant is also included in the electricity development plan in Hai Phong. Hai Phong City People's Committee assigned the Hai Phong Economic Zone Management Board to be the bidding party for the project.
In May 2024, the Hai Phong Economic Zone Management Board conducted a bidding invitation. However, according to a report from the Hai Phong City People's Committee, up to now, in the process of implementing the selection of investors to implement the project, there are some difficulties and obstacles such as: Bidding regulations have changed; specific guidance regulations on calculating unit prices for domestic waste treatment services, regulations on electricity purchase and sale prices for domestic waste burning for electricity generation are still in the process of completion.
In addition, there are different opinions on the selection of investors to implement the project, such as choosing investors to implement according to the provisions of the Law on Environmental Protection or the Electricity Law. Therefore, Hai Phong City needs to seek opinions from relevant ministries and sectors, so the city has not yet implemented the selection of investors to implement the project.
According to a report from Hai Phong City People's Committee, after the difficulties and obstacles in bidding and selecting investors to implement the project are resolved, the city will select an investor to build a solid waste treatment plant using waste burning technology for electricity generation. From there, gradually modernize and thoroughly treat domestic solid waste in the area according to environmental protection regulations, and at the same time increase the amount of electricity to serve production and daily life for the locality.
