On July 29, according to a report from the Hai Phong City People's Committee, the Standing Committee of the Hai Phong City Party Committee agreed in principle to extend the construction start date of the solid waste treatment plant using waste incineration technology to generate electricity until the bidding and selection of investors is completed. Therefore, the solid waste treatment plant project using waste-to-energy technology worth more than 110 million USD cannot be built to be put into trial operation by the end of 2025, and the power grid will be connected to the grid in 2027 as proposed by the investment policy.
Previously, in December 2022, the People's Committee of Hai Phong City planned to invest in building a solid waste treatment plant using waste incineration technology to generate electricity. The project has a total investment of about 110 million USD (phase 1, from 2025 - 2027) from non-budgetary sources. The goal of the project is to build a solid waste treatment plant with a capacity of 1,000 tons of domestic waste/day, distributing about 20MW of electricity to the national grid. After 2026, the solid waste treatment plant will have a capacity to treat up to 2,000 tons of domestic waste/day.
Hai Phong City has planned the area for the construction of a solid waste treatment plant using waste incineration technology at Dinh Vu Waste Treatment Area, Trang Cat Ward, Hai An District (now Dong Hai Ward, Hai Phong City). This plant is also included in the power development plan in Hai Phong. The Hai Phong City People's Committee assigned the Hai Phong Economic Zone Management Board to be the bidding party to implement the project.
In May 2024, the Hai Phong Economic Zone Management Board invited bids to select contractors to build bidding documents for the Project to invest in the construction of a solid waste treatment plant for daily use using waste incineration technology and power generation.
However, according to a report from the People's Committee of Hai Phong City, up to now, in the process of implementing the selection of investors to implement the project, there have been some difficulties and problems such as: Regulations on bidding have changed; specific instructions on calculating unit prices for domestic waste treatment services, regulations on electricity purchase and sale prices for burning domestic waste for power generation are still in the process of completion.
In addition, there are still different opinions on the selection of investors to implement the project, such as the selection of investors to implement according to the provisions of the Law on Environmental Protection or the Law on Electricity. Therefore, Hai Phong City needs to seek opinions from relevant ministries such as the Ministry of Finance, the Ministry of Industry and Trade, and the Ministry of Construction on investor selection, so the city has not yet implemented investor selection to implement the Project.
According to a report from the People's Committee of Hai Phong City, after the difficulties and problems in bidding and selecting investors to implement the project are resolved, the city will select investors to build a solid waste treatment plant using waste incineration technology to generate electricity. Therefore, the project will be implemented in the period of 2022 - 2027.
The construction of a solid waste treatment plant project using waste incineration technology is expected by Hai Phong to gradually modernize and thoroughly treat domestic solid waste in the area according to regulations on environmental protection, while increasing the amount of electricity for production and daily life for the locality.
