Households actually using houses in dangerous old apartment buildings that are forced to relocate will be supported with a one-time fee of 5 million VND/household to serve the relocation.
For households that do not have other accommodation in the commune level area where their houses must be relocated and take care of new accommodation themselves, the city supports 3 million VND/month/household, with a maximum support period of 24 months if they meet the conditions according to regulations.
The city also has regulations on policies to support rent for people renting houses in apartment buildings belonging to public assets.
The level of support for people with meritorious services to the revolution ranges from 65% to 100% of house rent, depending on each group of subjects and the level of incentives.
Poor households, near-poor households and social protection beneficiaries who are eligible for social housing policies are supported with 60% of the rent payable.
The person being supported must be named in the house rental contract signed with the housing management unit belonging to public property.
Each subject is only entitled to support for one house; in cases of many support areas or in one household with many eligible people, only the highest level of support is entitled.
The Resolution takes effect from August 8, 2026, and at the same time replaces Resolution No. 25/2024/NQ-HDND.
According to a report by Hai Phong City People's Committee, Hai Phong currently has 177 old apartment buildings that are degraded, mostly built in the period 1960-1985 and have expired their service life. Of which, 66 are dangerous D-level apartment buildings, 58 are C-level apartment buildings. Infrastructure in these areas is overloaded, outdated, and does not ensure fire safety.
The city is promoting the relocation, renovation, and reconstruction of apartment buildings to ensure safety for people. At the same time, continue to mobilize and flexibly allocate housing resources to relocate 9,0002 households in 177 old apartment buildings, prioritizing prior handling for 66 dangerous level D apartment buildings.
