Tunnel No. 3, part of the Quang Ngai - Hoai Nhon Expressway project, is expected to be 8 months ahead of schedule. When completed, it will be the third largest mountain tunnel in the country.

Improved tunneling methods

The North-South Expressway Construction Investment Project, Quang Ngai - Hoai Nhon section, is 88km long, passing through Quang Ngai (60.3km) and Binh Dinh (27.7km) provinces. This is the project with the largest total investment and scale among the 12 component projects, with a total investment of VND 20,400 billion, of which the construction value is VND 14,498 billion. The project is invested by Project Management Board 2 (Ministry of Transport), with the general contractor being Deo Ca Group.

According to Deo Ca Group, as of December 31, 2024, the entire project has deployed 50 construction teams, mobilizing about 3,700 personnel and more than 1,400 machines and equipment to the construction site. All 3 packages (XL1, XL2, XL3) are organized in 3 shifts. For the tunnel items, the contractor carries out construction continuously 24/7, with engineers and workers taking turns working continuously without rest.

Up to now, tunnel 1 and tunnel 2 have both been dug through and the construction has basically been completed. In this project, Deo Ca has applied many technologies in construction and quality management; especially improving the traditional NATM tunneling method into the Deo Ca NATM method, helping the structure reach a state of equilibrium immediately after excavation for all types of geology.

Regarding the road, the embankment of the main road has been basically completed, and some sections are being paved with asphalt concrete. The total output of the project as of December 31, 2024 reached nearly 7,000 billion VND, equivalent to nearly 55% of the total contract volume.

Only desk, no back desk

Responding to the 500-day-and-night campaign to complete 3,000 km of the North-South Expressway by 2025 launched by the Prime Minister, while upholding the sense of responsibility of "only working, no backtracking", the contractor has implemented construction throughout the holidays. Increasing personnel, machinery and equipment and organizing construction throughout the holidays, continuously to speed up production. According to the plan, tunnel No. 3 will be dug before April 30, 2025, aiming to be completed in December 2025, 8 months ahead of schedule compared to the contract.

An important solution that Deo Ca Group has implemented is to strengthen policies for workers. Currently, the project has about 4,150 workers, of which more than half are from Deo Ca Group. The Group always ensures to pay salaries on time, full holiday bonuses and other welfare regimes.

In addition, the unit also supports the cost of 3 meals/day and 1 extra meal for night shift workers. On the occasion of Lunar New Year, the Group will coordinate to arrange buses to take workers from the construction site to their hometowns to celebrate Tet and vice versa.

Mr. Tran Phuoc Hien, Vice Chairman of Quang Ngai Provincial People's Committee, said that the province has fully implemented its commitments to remove obstacles in terms of land and material quarries to ensure conditions to promote the progress of the Quang Ngai - Hoai Nhon expressway project. Currently, the province is continuing to clear the land for 23 hectares of additional area, to soon hand over to the investor and contractor.
