Building for the satisfaction, belief and happiness of the People
The 14th Party Congress identified the development goal as maintaining peace and stability; rapid and sustainable development, firmly protecting the Fatherland; comprehensively improving people's lives, towards the goal of becoming a developing country with modern industry, high average income by 2030 and a developed country with high income, prosperous and happy by 2045.
This shows that the happiness of the People continues to be a consistent content in the Party's development thinking. From the goal of national liberation and independence, to the goal of building a developed, prosperous, and happy country, the gathering point is still the people and life of the People. In the new era of development, that requirement requires a stronger spirit of action.
At the National Conference to study, study, thoroughly grasp and implement Resolution of the 3rd Plenum of the 14th Central Committee on July 29, General Secretary and President To Lam emphasized: In all action programs, people must be placed at the center, subject, goal and motivation. Economic efficiency must be consistent with social efficiency; growth goes hand in hand with progress, fairness, culture, environment, national defense, security. Do not trade long-term interests for short-term achievements; do not let vulnerable people bear unreasonable costs. The value of the resolution must be reflected in the quality of life, development opportunities, safety, trust and happiness of the people.

Prof. Dr. Ly Viet Quang - Director of the Institute of Ho Chi Minh and Party Leaders, Ho Chi Minh National Academy of Politics - commented: The Party's viewpoint at the 14th National Congress clearly shows the direction of creating happiness for the People in the new era. Happiness is built by building a clean and strong Party and political system; rapid and sustainable economic development; building a healthy culture and society; comprehensive human development; taking care of social security; consolidating national defense and security, expanding foreign affairs and building a contingent of cadres with sufficient qualities, capacity, prestige, on par with tasks. In other words, the happiness of the People is the overall result of the entire path of national development for people, taking the People as the center, subject, goal and driving force of development.
Measure of development
In the new era of development, people's happiness needs to become a management criterion, a development measure and a standard for evaluating the operational efficiency of the political system. Development is not only measured by GDP growth but also by job creation, stable income, safe living environment, development opportunities and people's ability to enjoy.
Along with that, it is necessary to build a digital governance for the happiness of the People. Social security also needs to shift strongly from supportive thinking when risks occur to proactively preventing risks and expanding the development capacity of the people. Protecting the happiness of the People must also be placed in the overall task of protecting the Fatherland from an early and distant time. National defense, security and foreign affairs are not only aimed at protecting national independence, sovereignty and interests, but more deeply at maintaining a peaceful and stable environment so that people can live safely, businesses can develop, and the country has conditions to move forward.
Looking back at nearly a century of revolutionary leadership, one can see a red thread throughout: National independence, freedom, prosperity and happiness of the People are always the goals that the Party aims for.
Assoc. Prof. Dr. Bui Hoai Son - Member who is a full-time National Assembly Deputy at the National Assembly's Committee for Culture and Society - said that in the new era of development, the happiness of the People must become the center of national governance, a measure of development and a standard for evaluating the operational efficiency of the political system.
