On the morning of July 1, Lac Phuong commune (Hai Phong city) held the first People's Council meeting after the merger, marking the first official working day according to the two-level local government model.
The session took place in a solemn and democratic atmosphere, recording many constructive opinions and suggestions from local voters and people.
At the meeting, Ms. Nguyen Thi Minh Phuong - Chairwoman of the Vietnam Fatherland Front Committee of Lac Phuong commune - reported a summary of the ideological situation, thoughts and aspirations of the people in the area after the process of merging and consolidating administrative units.
According to Ms. Minh Phuong, the majority of voters and people of Lac Phuong agree and have high expectations for the policy of merging commune and provincial administrative units. People believe this is the right step to streamline the apparatus, save resources, create favorable conditions for synchronous investment and development, improve the quality of public services, education, healthcare, and social security.
In particular, many people expect the two-level government model to help improve the quality of life, promote the movement to build advanced new rural areas and model new rural areas.

However, besides the consensus, Ms. Phuong also frankly raised the people's legitimate concerns. The expansion of administrative boundaries has forced many people to travel further to carry out procedures.
Some old places have been changed or disrupted, causing regret. Land management and security and order in the broader area also need to be tightened, avoiding negative incidents such as encroachment on public land, illegal construction, and misuse of converted land.
People in Lac Phuong commune recommend that authorities at all levels quickly invest in and renovate the facilities of the new administrative headquarters in accordance with the scale of the organization after the merger; maintain the effectiveness of the center for public administration, healthcare, education, and avoid interruption of public services.
At the same time, it is necessary to soon have specific instructions on adjusting personal documents such as CCCD, birth certificate, red book... so that people can easily implement them, without arduous procedures.
Notably, commune voters also proposed to retain experienced commune-level cadres who understand the locality, to ensure inheritance and not interrupt unfinished work. The selection and arrangement of personnel after the merger must be based on actual capacity, not forced, avoiding stagnation or passive psychology among cadres.
In addition, the people hope that the cultural institutions, customs, and traditional festivals of the old communes will be maintained in parallel with organizing more inter-commune exchange activities, creating a new cultural identity, contributing to connecting the community after the merger.
The first session of the People's Council of Lac Phuong commune shows that people are proactively adapting to changes, while demonstrating a sense of responsibility and confidence in the management of Party committees and authorities at all levels. This is a positive signal, promising a favorable start for the new government model in the next development stage.
