Quang Ngai Provincial People's Committee has just submitted a report to the Provincial People's Council for consideration and decision on the issuance of a Resolution stipulating policies to support career change and diversion (boats are not allowed to go to sea) for fishing vessels that do not need to operate in Quang Ngai province.
Quang Ngai Provincial People's Committee said that at present, there is no specific document regulating the level of support for fishing vessel owners when carrying out vocational conversion and diversion.
This causes difficulties in thoroughly handling the existing problems and limitations in the work of combating INN exploitation. Therefore, the development and submission to the Provincial People's Council for promulgation of a new Resolution in a streamlined order and procedure is necessary and urgent.
Regarding the content of support, the draft proposes one-time support for fishing vessel owners to carry out vessel clearance, with a support level equal to 40% of the vessel value according to the appraisal certificate at the time of appraisal, but not exceeding the maximum support level according to the length of the vessel.
Fishing vessels with a length from 6m to under 12m are supported with a maximum of 50 million VND/vessel; from 12m to under 15m maximum 100 million VND/vessel; from 15m to under 20m maximum 200 million VND/vessel; and from 20m upwards maximum 300 million VND/vessel.
In addition to supporting the removal of ships, the draft also proposes to support 5 million VND/ship owner to change careers; and at the same time support money equivalent to 30kg of rice/person/month for 3 months for fishing boat owners and dependent members living in households, according to the average rice price at the time of local support.
The funding for implementing the policy is proposed from the provincial budget, with a total estimated budget of more than 20 billion VND, to support about 130 fishing vessels to carry out vocational conversion and diversion.
The proposed policy implementation period is from January 2026 to the end of 2027 and is expected to be submitted to the Provincial People's Council for consideration and decision at the regular meeting at the end of 2025.
