It is forecasted that from October 7-10, floods on the Cau River, Thuong River, Luc Nam River and rivers in Cao Bang, Lang Son Province and other rivers in the North will continue to rise. Flood peaks on Cau River, Thuong River, Luc Nam River exceed alert level 3 (BD3) (possible for particularly large floods on these rivers); rivers in Lang Son, Cao Bang, Quang Ninh provinces increase to level BD2-BD3 and above level 3; Thao River (Lao Cai), Lo River (Tuyen Quang) increase to level BD1-BD2 and above level 2; floods to Hoa Binh Lake, Hoang Long River (Ninh Binh), downstream of the Red River in Hanoi increase above level BD1.
To proactively respond to heavy rain and floods, the National Civil Defense Steering Committee recommends that ministries, branches and People's Committees of provinces and cities:
Strictly implement the contents of Official Dispatch No. 188/CD-TTg dated October 6, 2025 of the Prime Minister on proactively responding to floods, flash floods, and landslides caused by storm No. 11.
Closely monitor the developments of floods; promptly inform authorities and people at all levels to proactively prevent and avoid them. Proactively organize the evacuation of people in low-lying areas, along rivers with high risk of flooding, and areas at high risk of landslides to safe places. Closely monitor the development of flood water levels on river banks and the situation of dykes; implement in practice a dike protection plan, protect key dyke points, locations where incidents have occurred but have not been handled or remedied, and dykes under construction to ensure safety.
Strengthen inspection work on dykes, strictly implement patrolling and guarding to protect dykes during the flood season, promptly detect and handle incidents and situations that may occur right from the first hour. Prepare human resources, materials, vehicles, and equipment to protect the dykes according to the "4 on-site" motto, ensuring safety for the dykes.
Organize forces to guard, control, support and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, areas with deep flooding, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass through if safety is not guaranteed, do not let unfortunate damage to people occur due to carelessness and subjectivity; arrange forces, materials, and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain and flooding occur.
Proactively take measures to respond to flooding, especially urban flooding and concentrated residential areas. Prepare rescue forces and means for response when required.
The Ministry of Agriculture and Environment also issued a document on ensuring the safety of the dyke system, responding to floods of special importance on the Cau River, Thuong River, and Luc Nam River when the flood peak on the rivers will exceed alert level 3, with the possibility of special floods on these rivers. Provinces and cities are required to:

In particular, special attention should be paid to the dike sections near the river, which are often won, leaked, and sliding during floods and vulnerable culverts, damaged on the dykes.
Strengthen inspection work on dykes, strictly implement patrolling and guarding to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), promptly detect and handle incidents and situations that may occur right from the first hour. Be responsible before the law if there is an unsafe dike system due to not performing the patrol and guarding of the dike according to the provisions of law.
