The project to renovate and upgrade the inter-commune road Huc Dong - Dong Van - Cao Ba Lanh connecting National Highway 18C, Binh Lieu district has a total investment of 430 billion VND.
The route will be implemented from the beginning of 2023 by the Binh Lieu District Construction Investment Project Management Board as the investor.
The project has a total length of 43.27km, a road surface of 5.5m to 6m wide, designed according to the standards of grade 5 mountainous traffic.
The road is divided into 2 routes, the Huc Dong - Dong Van route is 28.82km long and the Cao Ba Lanh route connecting National Highway 18C is 14.45km long.
This is a driving route to promote tourism development at famous destinations in Binh Lieu district such as Cao Ly peak, Khe Tien waterfall, Khe Van waterfall, Song Mooc A, B, Cao Ba Lanh peak, contributing to connecting trade, ensuring security and defense in the border area.
The circulation of storm No. 3 in 2024 caused 65 landslides along the route, disrupting traffic for two weeks. Many sections were buried with signs and guardrails, affecting traffic safety.
According to the Binh Lieu District Investment and Construction Project Management Board, the areas of Huc Dong, Hoanh Mo, Dong Van, Dong Tam communes have high mountain terrain, geology mainly orphaned stone interspersed in the soil. When the rain continues, water seep into the soil, causing landslides on the positive and negative slopes.
The repair cannot be done immediately because it has to wait for the insurance unit to confirm compensation for damage caused by natural disasters. The landslide occurred at the time when contractors withdrew because the road was basically completed.

After 2 weeks of the landslide, the investor, the insurance company and the district's specialized departments inspected the site, measured and determined the amount of damage and assigned responsibilities between the parties, and temporarily repaired the damage to reopen the route.
Mr. Do Xuan Truong - Vice Chairman of Binh Lieu District People's Committee - said: "The project has a total investment of 430 billion VND, of which the construction value is more than 300 billion VND. After balancing, the District People's Committee proactively used the reserve funds of this project to implement the repair of landslides.
Currently, the repair work has been completed, the Project Management Board is completing procedures for the insurance unit to compensate according to regulations".
According to the Binh Lieu District Construction Investment Project Management Board, the landslide repair work was completed in early March 2025, with a cost of over 6 billion VND to repair the landslide.
According to the plan, in the period of 2024 - 2025, Binh Lieu district will continue to implement projects to renovate and upgrade 6 roads with a total length of more than 32km, with a total investment of about 400 billion VND.
These roads were built before 2000 and now have a narrow road surface of 3.5m with a degraded concrete structure.
In the upgrade project, the road will be widened to 5.5 - 6m and paved with asphalt. In particular, in the sections through the commune center and densely populated areas, there will be sidewalks, trees and a modern lighting pole system.
