The project to invest in connecting the Noi Bai - Lao Cai expressway with the Tuyen Quang - Phu Tho expressway was approved under Decision No. 699/QD-BGTVT dated June 4, 2024 of the Ministry of Transport (now the Ministry of Construction).
The project has a total investment of more than 692 billion VND, currently invested by the Phu Tho Regional Project Management Board, constructed from February 2025 to date (progress until June 30, 2026).

According to records of Lao Dong Newspaper reporters in early March 2026, the overall picture of the project road has basically taken shape. The contractor is mobilizing a lot of manpower, vehicles, and raw materials to construct this project.
The expressway is being constructed along the existing Ho Chi Minh road (through Phu Tho and Phong Chau wards), construction teams are excavating and reclaiming the roadbed, road surface, and spreading crushed stone grades...

In particular, the provincial road 315 overpass item - the bridge directly connecting to the end point of the Tuyen Quang - Phu Tho expressway - has basically completed the most complex parts, the contractor has poured sidewalk soil and spread crushed stone grade on the bridge deck.


Here, the density of vehicles entering and leaving the expressway is very high, so the contractor has arranged 2 road sections along the overpass, ensuring smooth travel for people.

According to the design, the expressway section being built has a total length of more than 2.7km, connecting the IC9 intersection of the Noi Bai - Lao Cai expressway and the end point of the Tuyen Quang - Phu Tho expressway. The rest is a service road system.
Mr. Han Duc Manh - a resident living in Phu Tho ward shared: "The Ho Chi Minh road section connecting 2 arterial highways is often crowded with traffic, the construction of a road connecting 2 highways together I find very necessary, ensuring to meet the travel needs of people.

According to Mr. Do The Nam - Deputy Director of Phu Tho Regional Project Management Board, the compensation and site clearance work for the project has been completed to date.
Regarding construction deployment and progress of specific items: Complete construction of provincial road 315B overpass, 5/5 underpasses, 10/10 box culverts, 9/13 round culverts (reaching 69%), complete production of precast box culverts, complete retaining walls.

Along with that, the construction of the main roadbed is basically completed (2.5/2.7km); grade 1 gravel paving is applied to 1.7/2.7km of the main route; soil excavation reaches 93%, foundation filling (all kinds of soil, sand) reaches from 64 - 100%...
The road connecting the 2 expressways when put into use will help reduce the load on the Ho Chi Minh road, reduce traffic accidents, improve the exploitation capacity and investment efficiency of the 2 expressways, and contribute to promoting socio-economic development.
