Quang Ninh Provincial People's Council has just approved the policy of assigning Quang Ninh Provincial People's Committee to be the managing agency for the project to renovate and upgrade Da Bac bridge on National Highway 10, to report to the Prime Minister for consideration and decision according to their authority.
This is an important procedural step to implement the Da Bac bridge upgrade project, connecting with Hai Phong. After being assigned by the Prime Minister to be the managing agency implementing the project, Quang Ninh Provincial People's Committee will carry out the next steps in accordance with the authority, order, and procedures prescribed by law.
Da Bac bridge currently has a scale of 2 lanes, while sections of National Highway 10 connecting to the bridge on both sides of Quang Ninh and Hai Phong have been and are being invested in a scale of 4 lanes for motorized vehicles and 2 lanes for rudimentary vehicles.
In which, the section through Hai Phong has been completed since 2022. The section in Quang Ninh province is 5.5km long, and the project to upgrade it has been approved by the Quang Ninh Provincial People's Committee since the end of 2025.
Therefore, the renovation and upgrading of Da Bac bridge is necessary to synchronize connecting infrastructure, improve traffic capacity, and meet the needs of travel and transportation of goods between Quang Ninh, Hai Phong and industrial parks, industrial clusters, and ports of the two localities.
Previously, in April 2026, Hai Phong City People's Council had a resolution unanimously assigning Quang Ninh Provincial People's Committee to be the project management agency. Hai Phong City People's Committee also issued a document agreeing on the investment policy for project construction, in which Quang Ninh Provincial People's Committee is the project management agency.
The project to renovate and upgrade Da Bac bridge is being implemented in Yen Tu ward, Quang Ninh province and An Lu ward, Hai Phong city.
The total estimated investment of the project is about 360 billion VND, from the budget of Quang Ninh province and the budget of Hai Phong city. In which, Quang Ninh undertakes construction costs, project management, construction investment consulting, contingency costs and site clearance in the province; Hai Phong undertakes site clearance costs in the city.
The project implementation time is expected from 2026-2028.
According to the proposed plan, the project will renovate and repair the existing Da Bac bridge and build a new parallel bridge on the left side of National Highway 10.
The new bridge is about 520.2m long, 12m wide, arranged with 2 lanes for motorized vehicles, 1 lane for motorbikes, rudimentary vehicles and a pedestrian section 1.25m wide.
