According to the People's Committee of Dak Nong province, after 9 years since the Nhan Co alumina plant went into operation, there needs to be regulations and mechanisms for partial mine closures for the land area where bauxite has been exploited. .
This is a necessary step for functional agencies and local authorities to convert land to other appropriate uses. Thereby, better meeting the needs of local socio-economic development.
Regarding this issue, on August 15, information from the Department of Natural Resources and Environment of Dak Nong province said that the Ministry of Natural Resources and Environment has just decided to allow Vietnam Coal and Mineral Industry Group (TKV) to Return 130 hectares of land after bauxite mining in Dak Nong.
The area allowed to be returned is 130 hectares located in Dak Wer and Nghia Thang communes, Dak R'lap district, Dak Nong province. This is the area after bauxite mining and TKV has completed renovation and environmental restoration.
According to the decision of the Ministry of Natural Resources and Environment, TKV is responsible for reporting to the authorities on the procedures for handing over this land area to local management.
In addition, the unit also needs to complete liquidation of land lease contracts and related contracts; stop mineral exploitation activities and continue to carry out maintenance and renovation works to restore the environment in these areas.
On the other hand, the decision of the Ministry of Natural Resources and Environment also assigns TKV to continue taking care of trees, ensuring they grow well. In particular, maintaining plant density according to the environmental improvement and restoration plan, mine closure project before handing over land to the locality for management and use.
According to Dak Nong Aluminum Company (under TKV), after 9 years from the time the Ministry of Natural Resources and Environment licensed to exploit bauxite ore at Nhan Co mine, the unit has been leased more than 480 hectares by the People's Committee of Dak Nong province. .
To date, the unit has completed bauxite ore exploitation on an area of more than 425 hectares. After completing the procedures, Dak Nong Aluminum Company will hand over 130 hectares to the locality for use according to the planning and land use plan approved by the People's Committee of Dak Nong province.
Of which, it is expected that nearly 53 hectares will be used to build resettlement areas for households whose land is subject to recovery for bauxite ore exploitation and construction items serving Nhan Co Alumina factory. The remainder is used for high-tech agricultural production.
According to the mineral exploitation license (No. 2624/GP-BTNMT dated November 11, 2016 of the Ministry of Natural Resources and Environment), TKV is allowed to exploit bauxite ore by open cast method at Nhan Co bauxite mine (belonging to communes). Kien Thanh, Dak Wer, Nghia Thang, Dao Nghia, Dak Sin, Nhan Dao, Nhan Co and Kien Duc town, Dak R'Lap district, Dak Nong province).
The total area licensed for exploitation is 3,074 hectares; exploitation period of 30 years; reserves of nearly 55 billion tons of bauxite ore.
