Key projects for reconstruction
The Dong Hoi central railway road and overpass project will start construction in 2022, expected to be completed by the end of 2025. The project has a total investment of hundreds of billions of VND, including 2 packages: The bridge section is worth more than 85 billion VND and the road section is worth more than 13.4 billion VND.
On August 20, a report from Lao Dong Newspaper at the construction site showed that the construction unit is drilling bored piles to construct the M1 pillar abutment and was carried out immediately after part of the site had just been handed over.
This is one of the projects that has been slowly constructed due to land clearance problems and had to stop for a long time that Lao Dong Newspaper has reported many times. The restart is of great significance, not only speeding up the progress of the project but also creating more motivation to solve traffic congestion in the central area of Dong Hoi ward.
A series of projects are behind schedule
According to the Department of Finance of Quang Tri province, there are currently more than 108 projects outside industrial parks and economic zones in the province that are behind schedule. Of which, 45 projects were allocated or leased land but were slow to implement, even not yet started. There are 63 other projects still stuck in legal procedures and site clearance. Since the beginning of the year, the province has terminated the operation of 44 projects that are not eligible to continue.
In industrial parks and economic zones, there are also up to 60 projects that are behind schedule, many new projects are stopped at the preparation stage, have not started construction or are under construction. In the field of housing and urban areas alone, the Department of Construction has signed contracts with 37 projects, but 4 projects have expired compared to the investment policy decision.
For public investment, 27 projects invested by the Provincial Project Management Board have only disbursed about 20% of the planned capital for 2025, much lower than the national average. Of which, 18 projects are seriously stuck, with a disbursement rate of less than 30%.
The cause of the above situation, according to the analysis of the departments, comes from both objective factors such as epidemics, natural disasters, international economic and political fluctuations, and subjectivity from investor capacity, complicated policy changes and land procedures, and sluggish site clearance.
Faced with the situation of many projects stagnating, Chairman of the People's Committee of Quang Tri province Tran Phong requested relevant units to urgently review and classify each project. Projects that are delayed, unable to be implemented, or violate financial obligations will have their land reclaimed or terminated operations according to regulations.
Mr. Tran Phong emphasized that projects that are stuck must be focused on resolving them, providing maximum support for capable investors to implement. However, if after the extension, the progress is still not guaranteed, the province will resolutely withdraw. Land resources cannot be left abandoned or wasted. We must both resolutely handle stalled projects and create maximum conditions for truly capable investors.
With the restart of the Dong Hoi central railway road and overpass project, people expect this to be a positive signal to remove traffic infrastructure bottlenecks, while opening a new step in thoroughly handling the slow progress of projects in the province.
