The resolution takes effect from September 10, 2026, with funding for implementation guaranteed by the provincial budget. The promulgation of this policy solves the issue that was raised after a large-scale rearrangement of villages and residential groups in the province.
Previously, Ninh Binh province implemented the arrangement from 4,482 villages and residential groups to 1,754 units, a decrease of 2,728 units, equivalent to 60.87%. After the arrangement, 5,262 non-specialized workers were arranged to continue working, with an average of 3 people per village and residential group. This process caused more than 7,500 non-specialized workers in villages and residential groups to be affected and quit their jobs. Among them, there are 5,895 redundant people due to the arrangement who are subject to policies according to Decree No. 154/2025/ND-CP of the Government on streamlining staff.
However, the remaining more than 1,600 cases resigned because the locality proactively restructured and consolidated the team but were not subject to the application of Decree No. 154/2025/ND-CP. This is a group that creates a policy gap after arrangement.
Having a separate policy is therefore set out to ensure fairness and create consensus when consolidating organizations at the grassroots level.
According to Resolution 34/2026/NQ-HDND, non-specialized workers who quit their jobs due to local restructuring and consolidation of the team in 2026 are supported according to their working time and the remaining time until retirement age. The policy does not apply to people who have enjoyed benefits according to Decree 154/2025/ND-CP.
Accordingly, people with less than 5 years of service are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of service; and also enjoy an additional 1.5 times the monthly allowance for each year of service and 3 months of allowance to find a job. People with 5 years or more of service and less than 5 years of retirement age are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to the retirement age; along with the allowance calculated according to the number of years of service and 3 months of allowance to find a job...
The Resolution also takes into account the case of commune-level cadres and civil servants after arranging administrative units in the 2023-2025 period who are arranged to work as non-specialized personnel in villages and residential groups and then continue to have to quit their jobs when consolidated. For this group, the salary used as a basis for calculating allowances is the monthly salary immediately preceding the title of commune-level cadre and civil servant before being arranged to a non-specialized position.
To avoid the situation of receiving support and then returning to the salary-receiving area from the budget, the resolution stipulates that people who have received support but within 60 months from the date of resignation are elected and recruited into agencies, organizations, and units receiving salaries from the State budget or are arranged to return to work as non-specialized workers in villages and residential groups must implement a mechanism to refund the support according to regulations.
