Impressive growth despite economic difficulties
In the first 4 months of 2025, in the context of implementing tasks according to a new, more streamlined and efficient organizational model, the entire Vietnam Social Insurance system has made efforts to overcome difficulties, ensuring continuous and smooth operations and achieving many positive results in all professional fields.
In particular, the work of collecting and developing social insurance, health insurance (HI), and unemployment insurance (UI) participants all recorded a positive growth rate compared to the same period in 2024, despite many difficulties in the economy, a series of enterprises cut labor, especially in export industries such as garment, footwear, seafood, wood processing, etc.
By the end of April 2025, the number of social insurance participants reached about 18.579 million people, an increase of 1.222 million people (7.0%) over the same period. Of which, compulsory social insurance is 16.823 million people (up 5.7%) and voluntary social insurance is 1.756 million people (up sharply by 21.9%).
Meanwhile, the number of people participating in health insurance reached 91.197 million people, an increase of 913 thousand people (1.0%). The number of people participating in unemployment insurance reached 15.123 million people, an increase of 917.7 thousand people (6.5%). Total social insurance, health insurance, and unemployment insurance revenue reached VND 188,906 billion, up 21.6%.
The rate of late payment continues to be effectively controlled with the amount of late payment being VND 17,691 billion, accounting for 2.96% of the amount payable, down 0.32 percentage points over the same period last year.
These results clearly show the sense of responsibility, solidarity and outstanding efforts of the entire system of civil servants and employees of Vietnam Social Insurance, especially in the context of many localities and enterprises still facing difficulties in production and business activities.
Synchronously deploy, develop according to the "5 Clear" motto
To achieve the above results, since the beginning of the year, Vietnam Social Insurance has synchronously implemented many flexible and practical solutions. Notably, specific targets were assigned early to each locality and unit, focusing on reducing late payment and developing participants in accordance with the motto "5 clear": clear people, clear work, clear responsibilities, clear time, clear results.
In parallel, Vietnam Social Insurance has actively advised the Ministry of Finance to issue Official Letter No. 4860/BTC-BHXH dated April 15, 2025 to leaders of provinces and cities in order to strengthen the direction and mobilization of the political system in the implementation of social insurance and health insurance policies. Responding to this direction, many provinces and cities have issued a document to direct the departments and branches to be drastically implemented; Promote propaganda and mobilize people and businesses to participate, close, sufficient social insurance, health insurance and unemployment insurance.
By the end of 2024, 100% of communes and wards in 63 provinces and cities have established Steering Committees for implementing social insurance and health insurance policies; 62/63 provinces have included health insurance targets in socio-economic development goals; 63/63 provinces support more health insurance participants, 23/63 provinces support voluntary social insurance participants from local budgets.
In particular, the Steering Committees at the provincial, district and commune levels have clearly promoted their "key" role in coordinating and organizing policy implementation. Many localities organize working groups to directly inspect and work with employers, thereby urging employees to pay social insurance, health insurance, and unemployment insurance on time, reducing the situation of prolonged arrears.
Recognizing the above positive results, at a recent working session, Deputy Minister of Finance Bui Van Khang praised the efforts of the entire Vietnam Social Insurance system.
The Deputy Minister affirmed that, in the period of arrangement of the apparatus in a streamlined and efficient direction, the social insurance system still maintained the pace of implementation, serving well the people and workers. This is the foundation for sustainable development of social security, economic stability and social order in the coming time.
