Ho Chi Minh City - Thu Duc City and 16 districts and 5 towns are expected to end operations from July 1, 2025.

The Ho Chi Minh City People's Committee has just issued a plan to end the district-level operating model, handling related contents to building a 2-level local government organization model.

Currently, Ho Chi Minh City has 22 district-level administrative units (including 16 districts, Thu Duc City and 5 districts) with 273 commune-level administrative units (210 wards, 5 towns and 58 communes).

Implementing the 2-level local government model, Ho Chi Minh City will end the operation of Thu Duc City and 16 districts, 5 counties.

At the same time, 273 wards, communes and towns will be arranged with 102 wards and communes (including 78 wards and 24 communes).

According to the plan, the People's Committee of Ho Chi Minh City requires the People's Committee of Thu Duc City and districts to develop a summary report to evaluate the activities of the district-level model according to the Law on Organization of Local Government, and at the same time organize a summary conference to recognize and commend collectives and individuals with positive contributions.

Localities will also select and propose outstanding individuals and organizations to submit to the City People's Committee for consideration and awarding Certificates of Merit, according to the instructions of the Department of Home Affairs. These works need to be completed before May 30, 2025.

Previously, by the deadline of May 15, 2025, localities must complete the personnel plan for the Commune-level Party Executive Committee after the arrangement, in which the Standing Committee, Executive Committee and positions are specifically assigned according to regulations.

At the same time, the People's Committees of districts, towns and Thu Duc City must submit a Project on the arrangement of cadres, civil servants and public employees in accordance with newly formed administrative units, and at the same time propose solutions to resolve the regime for part-time workers.

The arrangement and renaming of neighborhoods and hamlets is also required to be built according to the roadmap, ensuring consistency with the Project on the arrangement of commune-level administrative units. The complete report must be sent to the City People's Committee through the Department of Home Affairs before May 30, 2025.

Localities must advise on a plan to end the operation of the district level and establish a new commune-level administrative unit before June 15, 2025.

The work of reviewing and compiling statistics on headquarters, assets, vehicles and surplus equipment after the arrangement must also be carried out synchronously, with an effective plan for use, to be completed before June 15, 2025.

Localities are also assigned to fully prepare the conditions for organizing the Party Congress at the commune level for the 2025 - 2030 term, as well as report on the implementation of the organization and operation regulations of neighborhoods and hamlets according to Decision No. 40/2024/QD-UBND, and send it to the Department of Home Affairs before June 15.

At the same time, the People's Committees of 273 wards, communes and towns must closely coordinate with Thu Duc City and districts in providing information, collecting statistics on neighborhoods, hamlets and the list of participants in activities at the grassroots level.

This data needs to be completed and handed over before May 20, 2025 to serve the development of a plan for the arrangement and renaming of neighborhoods and hamlets according to the project to arrange commune-level administrative units.

In addition, wards, communes and towns must also count excess assets and means, propose a plan for use and complete before May 30, 2025; at the same time, advise on policies for part-time workers, prepare documents and hand over tasks after the National Assembly's resolution is announced, no later than June 15, 2025.
