Speaking, General Secretary To Lam emphasized that law-making must be one step ahead, ensuring high predictability, in line with reality and the requirements of rapid development.
The General Secretary pointed out that in reality, issues of budget, public investment, bidding, and public-private partnership are too difficult. These are the key points that need to be resolved because "there has been a lot of money that cannot be spent". While the demand for national development is very high, we have to borrow foreign capital while having money cannot be spent.
"In terms of bidding, the process has only been nearly a year, there are several months of selecting bids, several months of opening bids, and several months of bid evaluation. So what is the point of having time to implement while the budget money is only given for one year, not spent this year for another year", the General Secretary cited.
The General Secretary stated that to amend the Bidding Law, it is necessary to summarize and "finish" the bidding process.
"The bidding is very serious, the crime is slow to develop, poor quality, the damage of the person who loses cadres but does not save. So the goal of the bidding is to do while the target is to accelerate the speed, get the best works," the General Secretary said and required to cure these diseases.

The General Secretary also mentioned the bidding of the health sector, if it continues to bid and auction like that, Vietnamese patients will not have the conditions to access advances in the world. If problems like hand-carried goods arise, in the process, doctors have to give medicine somewhere, then there will be conditions for smuggling and counterfeit goods.
Although the hospital still provides medicine, patients do not take it, if they do not use it, it is very wasteful. If it continues like that, people will not be able to access good medicine, this is the fault of implementation, of regulations.
The General Secretary raised the issue of whether negative bidding can be effectively prevented in bidding, or whether bidding will be accepted and sold out when implemented.
"The contract is very large, large machines and equipment are built, but when the road is built, we can't see it anywhere, and we have sold it to F9 and F10. At that time, workers had to carry each stone and gravel truck to build a road, sit and hit the stone but could not find any machinery. When I asked, I said it was F10," the General Secretary said and noted that this was not the goal of the bidding.
Another issue mentioned by the General Secretary is public-private investment cooperation. Because even though public-private partners are very difficult, they are both state and local money but cannot cooperate with each other. These are issues that need to be resolved by regulations.
The General Secretary also pointed out the current situation of private enterprises being cold, and if there is foreign investment (FDI), it is fine, afraid of foreign countries. There is unfair treatment here while private enterprises have capital, energy and are very dedicated.
Emphasizing that this is an extremely large resource, the General Secretary requested that these problems be resolved, creating conditions for development, and avoiding frustration. These resources must be unblocked to disburse public investment capital quickly and cooperate with the public and private sector.
