Dien Bien Provincial People's Committee has just issued a decision on the establishment of Dien Bien Provincial Culture and Sports Center.
According to the decision, the Dien Bien Provincial Culture and Sports Center was established on the basis of merging the Training and Sports Competition Center, the Provincial Library and the Dien Bien Provincial Culture and Cinema Center.
Separately, the assets, finances and staff performing mass art performance functions are not within the scope of arrangement in this phase.
The Center is a public non-business unit directly under the Department of Culture, Sports and Tourism of Dien Bien province, with legal status, seal and separate account as prescribed.
The new unit has the function of organizing cultural, propaganda, and film activities, including film production, distribution and dissemination; library activities, sports, and publication distribution.
At the same time, organize cultural and sports activities associated with tourism development, providing public service services, serving political tasks and contributing to the socio-economic development of the locality.
To ensure that the reorganization takes place synchronously, the Provincial People's Committee assigned the Department of Culture, Sports and Tourism to preside over the implementation of related contents, ensuring that professional activities are not interrupted.
Develop regulations on the functions, tasks, powers and organizational structure of the Center; implement the transfer of assets, finances and staff, employees from old units; and at the same time develop a project on job positions and a financial autonomy plan.
The Department of Home Affairs is assigned to guide the arrangement and transfer of officials and employees; appraise the transfer plan and regulations on the functions and tasks of the Center.
Meanwhile, the Department of Finance is responsible for guiding the arrangement and handover of assets and finances and coordinating to determine the level of financial autonomy of the unit after establishment.
