
According to information from the Ministry of Science and Technology (MTS), in the first quarter of 2025, the Ministry has completed perfecting the apparatus according to the new organizational model, reducing the number of affiliated units from 42 to 25 (a reduction of 40.5%).
The merger is not simply a reorganization of the apparatus, but a comprehensive restructuring of the operating mechanism, functions, and governance model, to build a core agency, unified in 4 pillars: Science - Technology - Innovation - Digital Transformation.
According to the report, in the first 6 months of 2025, the Ministry of Science and Technology has achieved many important results such as: Outstanding institutions; Strong decentralization and delegation of power; Science and technology have many improvements; Innovation accelerates; Comprehensive digital transformation...
In particular, the Ministry of Science and Technology has submitted to the Politburo to issue 4 key resolutions, including Resolution No. 57 on breakthrough development of science and technology, innovation and digital transformation.
At the 9th session - 15th National Assembly, the Ministry was the unit with the largest number of laws passed with 5 important laws, including: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Commodity Quality; Law on Atomic Energy (amended).
In addition, the Ministry proactively advised on 2 important decrees, implementing the decentralization of 78 tasks; and dividing the authority of 6 tasks between levels of government. At the same time, issue 2 specialized circulars guiding the implementation and announcement of the list of administrative procedures for amendment, supplementation and cancellation according to Decision No. 1442/QD-BKHCN. The "one-stop-shop-one-stop-shop" model is widely applied, creating favorable conditions for people and businesses.
Regarding the outstanding results in the first 6 months of 2025 of the 4 strategic pillars, the Ministry stated: In the field of science, international publications increased by nearly 9%, especially in key areas such as Engineering, Computer Science, Mathematics, Medicine, Social Sciences.
In addition, 849 scientific research results have been granted certificates of scientific research results; 42 national scientific research programs are being implemented, combining research - production and practical application.
Regarding technology, 15 technology transfer certificates were issued; 5 extension certificates; more than 1,000 nuclear power licenses; many radiation - synchronous applications were deployed in healthcare, agriculture, and industry.
The number of international standards accepted by Vietnam increased by 25%; issued codes and line codes increased by nearly 9%; more than 40,000 protection certificates were issued (up 58.3% over the same period in 2024).

Regarding innovation, the Ministry launched the Vietnam Technology Exchange (the whole country has 24 technology platforms in operation); the ecosystem is expanded with 208 investment funds, 84 incubation gardens, 40 business promotion organizations.
Regarding digital transformation, there are 630 million transactions on the National Data integration and sharing platform (reaching 73% of the annual plan); the rate of full online records is nearly 40%, improving the efficiency of public service provision; more than 75,000 digital technology enterprises operate stably; Post and Telecommunications have increased revenue by 12.8%, network speed leads the region, IPv6 reached 65% in the world's top 10; digital economy accounts for 18.72% of GDP, up 10% over the same period (of which the core digital economy reached 8.63%)...
According to the Ministry of Science and Technology, all the results achieved in the first half of 2025 are proof of a new operating model: scientific, effective and leading. In the context of the newly merged organizational apparatus and overlapping work, the Ministry still deploys 3 spearheads in parallel: perfecting the organization, perfecting institutions and implementing professional tasks in 4 key areas.
