On December 3, Mr. Lai Van Hoan - Vice Chairman of the Provincial People's Committee worked with the Construction Investment Management Board No. 2 and related units and localities on the progress of the road project from Thai Binh Ward to Hung Ha Commune, connecting with Pho Hien Ward.
According to the Project Management Board, phase 1 of the project is nearly 19 km long, with a total investment of VND 3,735 billion, focusing on construction and site clearance; to date, VND 134.71/708.24 billion has been disbursed.
In the Tra Ly River Overpass package, the contractor has gathered equipment, built a camp, prepared drilling and bored T5 bored piles; it is expected that by February 16, 2026, 90 piles on the Thai Binh ward bank and three trai timing casting beams will be completed. On the route, the items of clearing, peeling, building dykes, constructing drainage systems, U ditches and load-bearing ditches are being implemented at sections with land.

Regarding site clearance, Thai Binh ward will pay basic compensation for agricultural land, complete the plan for 2 businesses and 1 household, and relocate 32 graves. Nam Tien Hung commune has approved a plan for 300/310 households, paying 9.64 billion VND to 83 households, handing over 0.9 km of agricultural land; Tien Hung commune paid to 83 households, handing over 1 km of site; Hong Minh commune completed; Hung Ha commune is publicizing and appraising documents. The work of moving 147 electric poles is being surveyed and designed but has not been appraised due to planning adjustments.
Some difficulties include: compensation for industrial park infrastructure, households arbitrarily converting land, not agreeing on resettlement locations and funding for relocating large power lines.
At the meeting, the Vice Chairman of the Provincial People's Committee requested contractors to comply with progress, quality, and safety; localities to carry out site clearance on schedule; the Construction Investment Management Board No. 2 summarizes difficulties, reports to the Provincial People's Committee, and continues to propagate the significance of the project.
Previously, the Vice Chairman of the Provincial People's Committee inspected the Tra Ly River overpass, directed the creation of conditions for the site, raw materials, ensuring progress, labor safety and people's lives.
