According to the report of the Department of Home Affairs, after the merger, the Provincial People's Committee issued many important documents to implement the key task of administrative reform (AR). The work of developing, promulgating and reviewing legal documents has been carried out in a disciplined and timely manner. In the third quarter of 2025 alone, the province issued 110 new documents and reviewed 1,321 documents of the two previous provinces to unify their application.
Determining administrative procedure reform as a breakthrough, in the third quarter, the whole province received nearly 268,000 records; the online submission rate reached 90.33%, the on-duty settlement rate reached 99.14%. The province has agreed to use a single administrative procedure settlement information system in the whole province.
The work of arranging the administrative apparatus is being directed resolutely, reducing 13 specialized agencies at the department level, 90 focal points of departments, branches, offices and 26 public service units, helping the apparatus to be streamlined, stable and smooth.
In digital transformation, Hung Yen is the first province in the country to officially connect with the VNeID Electronic Identification and Authentication System, integrating 907 full-process online public services to the National Public Service Portal, aiming for 100% of documents processed in the network environment.

At the meeting, delegates exchanged and shared experiences; the province recommended that the Government soon issue the Law on Digital Government, and at the same time requested ministries and branches to complete the data sharing mechanism, provide guidance on job positions, labor norms, promotion of professional titles and regulate the norms for employees in public service units.
Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Khac Than affirmed that the province will continue to promote the achieved results, effectively operate the two-level government, arrange cadres according to job positions, increase cadres to the grassroots, ensure the administrative apparatus operates synchronously, and serve people and businesses well.
He hopes to continue to receive support from the Ministry of Home Affairs in the implementation of the Project to build a Free Economic Zone in the area.
Concluding, Deputy Minister of Home Affairs Nguyen Van Hoi highly appreciated Hung Yen's efforts in administrative reform, suggesting that the province orient the construction of a unified commune-level government model, handling surplus assets after the merger, striving for 100% of administrative procedures to be eligible for the provision of full online public services.
Deputy Minister of Home Affairs Nguyen Van Hoi emphasized the need to synchronously deploy "6 pillars of administrative reform" associated with innovation, digital transformation, taking people as the center, and at the same time studying policies to improve the lives of people and the team of cadres, civil servants and public employees.
