Hung Yen - The Provincial People's Committee requires departments, branches and localities to absolutely not be subjective, proactively implement plans to prevent and combat storm No. 11 (MATMO) and floods.

On October 4, the People's Committee of Hung Yen province issued a telegram to departments, branches, sectors, units and localities on proactively responding to storm No. 11 (MATMO) and floods. The Chairman of the Provincial People's Committee requested units to absolutely not be negligent or subjective in the face of complicated developments of the storm; urgently deploy preventive measures in the field and area of management according to the motto "four on-site".

The Provincial Military Command shall preside over and coordinate with the authorities of coastal communes and related units to implement the ban on the sea from 5:00 p.m. on October 4, strictly prohibiting ships and boats from going to sea; stopping all activities of exploitation, aquaculture, fishing, and offshore transportation after the ban period. At the same time, by all means, call for and guide ships and boats to safe shelters before 9:00 p.m. the same day; prepare forces and means to support people, deploy rescue when necessary.

The People's Committees of communes and wards are assigned to inspect and review key dyke points, embankments, vulnerable culverts, and works under construction on dykes, especially river dykes and sea dykes; proactively mobilize forces, vehicles, and materials to reinforce and handle immediately when detecting risks of unsafety. The locality must also ensure the safety of people in riverside and coastal areas, beware of high tides and heavy rains causing overflow and breakage of embankments; at the same time, flexibly organize the Mid-Autumn Festival for children in accordance with weather conditions.

Coastal communes coordinate with the Military Command and the Provincial Police to evacuate aquaculture households in low-lying areas before 8:00 p.m. on October 4; close border gates, cross dykes, ensure safety for houses, schools, hospitals, production facilities, warehouses and dykes.

The Department of Agriculture and Environment organizes on-duty to monitor, forecast, warn in a timely manner, and advise on response direction. The provincial police deploy forces and vehicles at vulnerable locations, support the evacuation of people and rescue when required.

Relevant departments and branches such as construction, industry, education, health, culture - tourism, science - technology... proactively deploy response measures according to their functions; ensure the safety of electricity, telecommunications, education, health facilities, industrial parks and services.

The Department of Education and Training prepares flexible teaching plans; Hung Yen Power Company ensures stable operation of the power system, especially serving irrigation pumping stations.

The Management Board of Economic Zones and Industrial Zones and Clusters inform and propagate so that businesses can proactively prevent, combat and limit damage caused by storms and floods.
