On October 1, the Chairman of the Provincial People's Committee signed and issued Official Dispatch No. on issuing a level II alert on the Tra Ly River and a level I alert on the Tay Hong Ha I, Ta Hong Ha II and Ta Hong Ha river embankments.
According to records, Hoa Binh Lake is currently maintaining one bottom spillway, Tuyen Quang Lake is opening 8 spillways. At 7:00 a.m. on October 1, the water level of the Red River at Tien Duc station reached 4.92 m, 0.12 m higher than the I alarm level. On the Tra Ly River, at Quyet Chien Station, the water level reached 3.89m, 0.59m higher than the alarm level II. In the condition that hydroelectric reservoirs continue to release floodwaters, it is forecasted that upstream water levels on rivers will continue to rise.
In that situation, the Chairman of the Provincial People's Committee requested departments, branches, sectors, armed forces, Bac - Nam Thai Binh Irrigation Works Exploitation Company Limited and the People's Committees of communes and wards along the Tra Ly River and the embankment of the Ta Hong Ha River to focus on implementing response plans, ensuring absolute safety for the dyke system and people's lives.
For the Tra Ly River, local authorities and irrigation enterprises are required to organize patrols and guard day and night according to the level II warning order; strengthen inspection and promptly handle any damage to dykes, embankments and culverts. Preparing materials, vehicles and human resources must be ready to handle from the first hour, not allowing bad situations to arise that risk breaking the dike.
Localities need to urgently develop a plan to protect residents living in the embankment and dyke areas; proactively evacuate people and property when detecting unsafe risks. People are also instructed to tie up cages of aquatic products on the river to limit damage.
For the Ta Hong Ha I and II dykes and the Ta Hong Ha river dykes, the telegram clearly states that patrolling and guarding must be maintained according to the level I warning; focusing on weak dykes, bad geological background, and locations with ponds close to the dyke's foot. Localities need to set up monitoring posts at key embankments; inspect and reinforce culverts that do not meet requirements, release and extinguish them in advance and strictly implement regulations on operating culverts during the flood season.
Along with that, the Chairman of the Provincial People's Committee directed the clearance of all materials and goods on the riverbank to avoid obstructing flood drainage; early harvesting of crops and livestock in low-lying areas along the river and river mouth to minimize damage. Key plans to protect dykes and prevent overflow at low dykes, embankments, and dykes must be urgently implemented, especially in the downstream area and river mouth when floods combine high tides.
The telegram requires provincial leaders, technical staff and natural disaster prevention forces to be on duty in key areas to promptly advise and handle incidents from the first hour. Armed forces are ready to go to the area to support the government and people in dike protection and flood control.
